(5) D E TAI LEES.— A n y employee of the F ederal G overnment may be detailed to the Commission without reimbursement from the Commission, and such detailee shall retain the ri g hts, status, and privileges of his or her regular employment without interruption. (6) SE CU RIT Y CLEARANCES.—The appropriate departments or agencies of the Federal Government shall cooperate with the Commission in expeditiously providing to the Commission members and staff appropriate security clearances to the extent possible pursuant to existing procedures and requirements, except that no person shall be provided with access to classified information under this section without the appropriate security clearances. ( 7 ) V IOLATIONS O F LA W .— (A) R EFERRAL TO ATTORNEY G ENERAL.—The Commis- sion may refer to the Attorney General any violation or potential violation of law identified by the Commission in carrying out its duties under this section. ( B )RE P ORTS ON RESULTS OF REFERRAL.—The Attorney General shall submit to Congress a report on each prosecu- tion, conviction, resolution, or other disposition that results from a referral made under this subparagraph. (f) TER M INATION.—The Commission shall terminate on the date that is 6 0 days after the date of the submittal of its final report under subsection (d)(3). (g) DEFINITIONS.— I n this section

(1) CONTINGENCY CONTRACTING.—The term ‘ ‘contingency contracting ’ ’ means all stages of the process of acquiring prop- erty or services during a contingency operation. ( 2 ) CONTINGENCY OPERATION.—The term ‘‘contingency oper- ation’’ has the meaning given that term in section 101 of title 10, United States Code. (3) CONTINGENCY PROGRAM MANAGEMENT.—The term ‘‘contingency program management’’ means the process of plan- ning, organi z ing, staffing, controlling, and leading the combined efforts of participating personnel for the management of a specific acquisition program or programs during contingency operations. SEC.842 . INV ES T I GA TI O NO FW ASTE , F R A UD , ANDA B USE IN WARTI M E CONTRACTS AND CONTRACTING P ROCESSES IN IRA Q AND AFG H ANISTAN. (a) AU D ITS RE Q UIRED.—Thorough audits shall be performed in accordance with this section to identify potential waste, fraud, and abuse in the performance of— (1) Department of Defense contracts, subcontracts, and tas k and delivery orders for the logistical support of coalition forces in Iraq and Afghanistan

and (2) Federal agency contracts, subcontracts, and task and delivery orders for the performance of security and reconstruc- tion functions in Iraq and Afghanistan. (b) AUDIT PLANS.— 10USC23 02 note.
