(c) S TUDY . — Section 10 1(c) of such Act ( 2 2 U.S.C. 76 11(c)) is amended to read as follows
‘‘(c) STUDY OFPR O G R ES STO WA RDA CHI E V E M E N TOFPO L ICY OBJ ECTIVES.— ‘‘(1) DESIGN AND BUDGET P LAN FOR DATA EVALUATION.— The G lobal AIDS Coordinator shall enter into a contract with the Institute of M edicine of the N ational Academies that pro- vides that not later than 1 8 months after the date of the enactment of the Tom L antos and Henry J . Hyde United States Global Leadership Against HIV/AIDS , Tuberculosis, and Malaria R eauthorization Act of 2008, the Institute, in consulta- tion with the Global AIDS Coordinator and other relevant parties representing the public and private sector, shall provide the Global AIDS Coordinator with a design plan and budget for the evaluation and collection of baseline and subse q uent data to address the elements set forth in paragraph (2)(B). The Global AIDS Coordinator shall submit the budget and design plan to the appropriate congressional committees. ‘‘(2) STUDY.— ‘‘(A) IN GENERAL.—Not later than 4 years after the date of the enactment of the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008, the Institute of Medicine of the National Academies shall publish a study that includes— ‘‘(i) an assessment of the performance of United States-assisted global HIV/AIDS programs
and ‘‘(ii) an evaluation of the impact on health of prevention, treatment, and care efforts that are sup- ported by United States funding, including multilateral and bilateral programs involving joint operations. ‘‘(B) CONTENT.—The study conducted under this para- graph shall include— ‘‘(i) an assessment of progress toward prevention, treatment, and care targets; ‘‘(ii) an assessment of the effects on health systems, including on the financing and management of health systems and the quality of service delivery and staffing; Deadlin e .Pub li c a t i o n.
