and ‘‘( F ) recommendations for impro v ing the global HIV/ AIDS programs of the United States . ‘‘(e) BESTPRAC T I CES R E PO RT. — ‘‘( 1 )I NG ENERA L .— N ot later than 1 y ear after the date of the enactment of the T om L antos and Henry J . Hyde United States G lobal Leadership Against HIV/AIDS , Tuberculosis, and M alaria Reauthori z ation Act of 20 0 8 , and annually thereafter, the Global AIDS C oordinator shall publish a best practices report that highlights the programs receiving financial assist - ance from the United States that have the potential for replica- tion or adaption, particularly at a lo w cost, across global AIDS programs, including those that focus on both generalized and localized epidemics. ‘‘(2) DISSE M INATION O F FIN D INGS.— ‘‘(A) P UB LICATION ON INTERNET W EBSITE.—The Global AIDS Coordinator shall disseminate the full findings of the annual best practices report on the Internet website of the O ffice of the Global AIDS Coordinator. ‘‘(B) DISSEMINATION GUIDANCE.—The Global AIDS Coordinator shall develop guidance to ensure timely submission and dissemination of significant information regarding best practices with respect to global AIDS pro- grams. ‘‘(f) INSPECTORS GENERAL.— ‘‘(1) O V ERSIG H T PLAN.— ‘‘(A) DEVELOPMENT.—The Inspectors General of the Department of State and Broadcasting Board of Governors, the Department of Health and Human Services, and the United States Agency for International Development shall j ointly develop 5 coordinated annual plans for oversight activity in each of the fiscal years 200 9 through 201 3 , with regard to the programs authorized under this Act and sections 10 4 A, 104B, and 104C of the Foreign Assist- ance Act of 19 6 1 (22 U.S.C. 2151b – 2, 2151b–3, and 2151b– 4). ‘‘(B) CONTENTS.—The plans developed under subpara- graph (A) shall include a schedule for financial audits, inspections, and performance reviews, as appropriate. ‘‘(C) DEADLINE.— ‘‘(i) INITIAL PLAN.—The first plan developed under subparagraph (A) shall be completed not later than the later of— ‘‘(I) September 1, 2008; or ‘‘(II) 60 days after the date of the enactment of the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008. ‘‘(ii) SUBSE Q UENT PLANS.—Each of the last four plans developed under subparagraph (A) shall be com- pleted not later than 30 days before each of the fiscal years 2010 through 2013, respectively.
