‘‘( D ) the Commission publishes a finding that the public health and safety re q uires public disclosure with a lesser period of notice than is required under paragraph (1).’’; and (1 3 ) in the matter following subparagraph (D) of subsection (b)(5) (as added by paragraph (12) of this section) , by striking ‘‘section 19(a),’’ and inserting ‘‘any consumer product safety rule or provision under this Act or similar rule or provision of any other Act enforced by the Commission,’’. SEC.21 2. ES TABLI S HM E N T OF A PU BLIC CONSUME R PRO D UCT SAFET Y DATABASE. (a) INGE NE RAL . —T he Act is amended by inserting after section 6 (15 U . S .C. 2055) the following: ‘ ‘SEC. 6 A. PUBLICLY A V AILABLE CONSUMER PRODUCT SAFETY INFORMATION DATABASE. ‘‘(a) DA T A B A S E R E QUI RE D .— ‘‘(1) IN G ENERAL.—Sub j ect to the availability of appropria - tions, the Commission shall, in accordance with the require- ments of this section, establish and maintain a database on the safety of consumer products, and other products or sub- stances regulated by the Commission, that is— ‘‘(A) publicly available; ‘‘(B) searchable; and ‘‘(C) accessible through the Internet website of the Commission. ‘‘(2) SUB M ISSI O NO F DETAILED IM P LEMENTATION PLAN TO C ONGRESS.— N ot later than 1 8 0 days after the date of enactment of the Consumer P roduct Safety Improvement Act of 2008, the Commission shall transmit to the appropriate Congressional committees a detailed plan for establishing and maintaining the database required by paragraph (1), including plans for the operation, content, maintenance, and functionality of the database. The plan shall detail the integration of the database into the Commission’s overall information technology improve- ment objectives and plans. The plan submitted under this sub- section shall include a detailed implementation schedule for the database, and plans for a public awareness campaign to be conducted by the Commission to increase consumer aware- ness of the database. ‘‘(3) DATE OF INITIAL A V AILABILIT Y .—Not later than 18 months after the date on which the Commission submits the plan required by paragraph (2), the Commission shall establish the database required by paragraph (1). ‘‘(b) CONTENT AND O RGANI Z ATION.— ‘‘(1) CONTENTS.— Ex cept as provided in subsection (c)(4), the database shall include the following: Deadlin e .
