12 2 STA T .3 12 9PUBLIC LA W 11 0– 31 5— AU G .1 4, 200 8alsot a kein toa c co u nt ot h e r in f or m ation su b mitte d b y the eli g ible p artnership .‘ ‘ ( ii )AP P LICAT I ONREQU IRE M ENT S . — An application for designation of a school under clause (i) shall include— ‘‘( I ) the number and percentage of students attending such school w ho are— ‘‘(aa) aged 5 through 17 in po v erty counted in the most recent census data approved by the S ecretary

‘‘(bb) eligible for a free or reduced price school lunch under the R ichard B . Russell N ational School L unch Act; ‘‘(cc) in families receiving assistance under the State program funded under part A of title I V of the Social Security Act; or ‘‘(dd) eligible to receive medical assistance under the M edicaid program; ‘‘(II) information about the student academic achievement of students at such school; and ‘‘(III) for a secondary school , the graduation rate for such school. ‘‘(1 2 ) H I GH L Y COMPETENT.— T he term ‘highly competent ’ , when used with respect to an early childhood educator, means an educator— ‘‘(A) with speciali z ed education and training in develop - ment and education of young children from birth until entry into kindergarten; ‘‘(B) with— ‘‘(i) a baccalaureate degree in an academic ma j or in the arts and sciences; or ‘‘(ii) an associate’s degree in a related educational area; and ‘‘( C ) who has demonstrated a high level of knowledge and use of content and pedagogy in the relevant areas associated with q uality early childhood education. ‘‘(1 3 ) HIGHLY QUALI F IE D .—The term ‘highly qualified’ has the meaning given such term in section 9 1 0 1 of the E lementary and Secondary Education Act of 19 6 5 and, with respect to special education teachers, in section 602 of the Individuals with D isabilities Education Act. ‘‘(1 4 ) INDUCTION PROGRAM.—The term ‘induction program’ means a formalized program for new teachers during not less than the teachers’ first two years of teaching that is designed to provide support for, and improve the professional perform- ance and advance the retention in the teaching field of, begin- ning teachers. Such program shall promote effective teaching skills and shall include the following components

‘‘(A) High-quality teacher mentoring. ‘‘(B) P eriodic, structured time for collaboration with teachers in the same department or field, including mentor teachers, as well as time for information-sharing among teachers, principals, administrators, other appropriate instructional staff, and participating faculty in the partner institution. ‘‘(C) The application of empirically-based practice and scientifically valid research on instructional practices.
