‘‘ (1)ELIG I B L E I NST IT U TI O N .—T h e ter m ‘e l i g ible instituti o n ’ means— ‘‘( A ) an institution o f higher e d u c ation that has a teacher preparation program that is a q ualified teacher preparation program and that is— ‘‘(i) a part B institution (as defined in section 32 2)

‘‘(ii) a H ispanic - ser v ing institution (as defined in section 50 2); ‘‘(iii) a Tribal C ollege or U niversit y (as defined in section 31 6 ); ‘‘(iv) an Alas k a N ative-serving institution (as defined in section 31 7 (b)); ‘‘(v) a Native Ha w aiian-serving institution (as defined in section 317(b)); ‘‘(vi) a P redominantly Black Institution (as defined in section 31 8 ); ‘‘(vii) an Asian American and Native American Pacific Islander-serving institution (as defined in sec- tion 320(b)); or ‘‘(viii) a Native American-serving , nontribal institution (as defined in section 31 9 ); ‘‘(B) a consortium of institutions described in subpara- graph (A); or ‘‘(C) an institution described in subparagraph (A), or a consortium described in subparagraph (B), in partnership with any other institution of higher education, but only if the center of e x cellence established under section 2 4 2 is located at an institution described in subparagraph (A). ‘‘(2) SC IENTI F IC A LL Y BASE DR EADING RESEARC H .—The term ‘scientifically based reading research’ has the meaning given such term in section 1208 of the Elementary and Secondary Education Act of 1965. ‘‘SEC. 242. AUG USTUS F. H A WK INS CENTE R SOFE X CE L LENCE. ‘‘(a) PROGRA M AUTHORI Z ED.— F rom the amounts appropriated to carry out this part, the Secretary is authori z ed to award competi- tive grants to eligible institutions to establish centers of excellence. ‘‘(b) USE OF FUNDS.— G rants provided by the Secretary under this subpart shall be used to ensure that current and future teachers are highly qualified by carrying out one or more of the following activities: ‘‘(1) Implementing reforms within teacher preparation pro- grams to ensure that such programs are preparing teachers who are highly qualified, are able to understand scientifically valid research, and are able to use advanced technology effec- tively in the classroom, including use of instructional techniques to improve student academic achievement, by— ‘‘(A) retraining or recruiting faculty; and ‘‘(B) designing (or redesigning) teacher preparation pro- grams that— ‘‘(i) prepare teachers to serve in low-performing schools and close student achievement gaps, and that 20USC1 0 3 3 a. 20 USC 1033.
