and ‘ ‘(ii) p romote strong teaching s k ills . ‘‘( 2 ) P roviding sustained and high- q uality preservice clinical e x perience, including the mentoring of prospective teachers by exemplary teachers, substantially increasing interaction bet w een faculty at institutions of higher education and new and experienced teachers, principals, and other administrators at elementary schools or secondary schools, and providing sup- port, including preparation time, for such interaction. ‘‘( 3 ) D eveloping and implementing initiatives to promote retention of highly qualified teachers and principals, including minority teachers and principals, including programs that pro- vide — ‘‘( A ) teacher or principal mentoring from exemplary teachers or principals, respectively; or ‘‘( B ) induction and support for teachers and principals during their first three years of employment as teachers or principals, respectively. ‘‘( 4 ) Awarding scholarships based on financial need to help students pay the costs of tuition, room, board, and other expenses of completing a teacher preparation program, not to exceed the cost of attendance. ‘‘( 5 ) Disseminating information on effective practices for teacher preparation and successful teacher certification and licensure assessment preparation strategies. ‘‘( 6 ) Activities authori z ed under section 2 0 2. ‘‘(c) A P P LICAT I ON .—Any eligible institution desiring a grant under this subpart shall submit an application to the Secretary at such a time, in such a manner, and accompanied by such informa- tion as the Secretary may require. ‘‘(d) M INI MU M GR ANT AMOUNT.— T he minimum amount of each grant under this subpart shall be $ 500,000. ‘‘(e) L IMITATION ON A D MINI S TRATI VEEX PENSES.—An eligible institution that receives a grant under this subpart may use not more than two percent of the funds provided to administer the grant. ‘‘(f) R E G ULATIONS.—The Secretary shall prescribe such regula- tions as may be necessary to carry out this subpart. ‘ ‘ Subpart3—P r e par ingG enera lEd u c ati o n T eac h- er s to M ore E f fecti v el y Educate Students W ith D isabilities ‘ ‘ SEC.251 . T E A C H T OR EACH G RA N TS. ‘‘(a) AUT H ORI Z ATION O F PROGRAM.— ‘‘( 1 ) I N GENERAL.—The Secretary is authorized to award grants, on a competitive basis, to eligible partnerships to improve the preparation of general education teacher can- didates to ensure that such teacher candidates possess the knowledge and skills necessary to effectively instruct students with disabilities in general education classrooms. 20USC1 0 34.
