SEC.704 . THURGO O DMA RSHA L L LEGAL EDUCAT I O N ALO P PORTUNIT Y PROGRAM. (a) P RO G RAM AUTHORIT Y .— (1) Section 721(a) (20 U.S.C. 1136(a)) is amended— (A) by inserting ‘‘secondary school and’’ after ‘‘disadvan- taged’’; and (B) by inserting ‘‘and admission to law practice’’ before the period at the end. (b) E LIGI B ILITY.—Section 721(b) (20 U.S.C. 1136(b)) is amended in the matter preceding paragraph (1), by inserting ‘‘secondary school student or’’ before ‘‘college student’’. (c) CONTRACT AND G RANT PURPOSES.—Section 721(c) (20 U.S.C. 1136(c)) is amended— (1) in paragraph (1), by inserting ‘‘secondary school and’’ before ‘‘college students’’; (2) by striking paragraph (2) and inserting the following
‘‘(2) to prepare such students for successful completion of a baccalaureate degree and for study at accredited law schools, and to assist them with the development of analytical skills, writing skills, and study methods to enhance the stu- dents’ success in, and promote the students’ admission to and completion of, law school;’’; (3) in paragraph (4), by striking ‘‘and’’ after the semicolon; and (4) by striking paragraph (5) and inserting the following: ‘‘(5) to motivate and prepare such students— ‘‘(A) with respect to law school studies and practice in low-income communities; and ‘‘(B) to provide legal services to low-income individuals and families; and ‘‘(6) to award Thurgood M arshall F ellowships to eligible law school students— ‘‘(A) who participated in summer institutes under sub- section (d)(6) and who are enrolled in an accredited law school; or
