and ‘‘( B ) shall be approved by the S ecretary. ‘‘(d) DEFINITION.—In this section , the term ‘developing country’ means a country with a per - capita income of not more than $5 , 34 5, measured in 2 0 05 United States dollars, as ad j usted by the Sec- retary to reflect inflation since 2005.’’. SEC.912 . R ESE A RC HP R IO RI T IES. Section 210(b) of the E ducation of the Deaf Act of 1 986 (20 U.S. C . 4359b(b)) is amended by stri k ing ‘‘Committee on Education and the W orkforce of the H ouse of R epresentatives, and the Com- mittee on L abor and Human Resources of the Senate’’ and inserting ‘‘Committee on Education and Labor of the House of Representa- tives, and the Committee on Health, Education, Labor, and P ensions of the Senate’’. SEC. 91 3 . N ATIONA L ST UDY ON THE EDUCATION O F THE DEAF. (a) COND U CT OF STUD Y .—Subsection (a)(1) of section 211 of the Education of the Deaf Act of 1986 (20 U.S.C. 4360) is amended by inserting after ‘‘The Secretary shall’’ the following

‘‘establish a commission on the education of the deaf (in this section referred to as the ‘commission’) to’’. (b) PU B LIC INPUT AND CONSULTATION.—Subsection (b) of such section is amended by striking ‘‘Secretary’’ each place the term appears and inserting ‘‘commission’’. (c) REPO R T.—Subsection (c) of such section is amended— (1) in the matter preceding paragraph (1), by striking ‘‘Sec- retary’’ and all that follows through ‘‘1998’’ and inserting ‘‘commission shall report to the Secretary and Congress not later than 18 months after the date of the enactment of the Higher Education O pportunity Act’’; and (2) in paragraph (1)— (A) by striking ‘‘recommendations,’’ and inserting ‘‘rec- ommendations relating to educated-related factors that con- tribute to successful postsecondary education e x periences and employment for individuals who are deaf,’’; and (B) by striking ‘‘Secretary’’ and inserting ‘‘commission’’. (d) AUT H ORI Z ATION OF APPROPRIATIONS.—Subsection (d) of such section is amended by striking ‘‘$1,000,000 for each of the fiscal years 1999 and 2000’’ and inserting ‘‘such sums as may be necessary for each of the fiscal years 2009 and 2010’’. SEC. 91 4 . AUTHORI Z ATION OF APPROPRIATIONS. Section 212 of the Education of the Deaf Act of 1986 (20 U.S.C. 4360a) is amended— (1) in subsection (a), in the matter preceding paragraph (1), by striking ‘‘fiscal years 1998 through 2003’’ and inserting ‘‘fiscal years 2009 through 2014’’; and (2) in subsection (b), by striking ‘‘fiscal years 1998 through 2003’’ and inserting ‘‘fiscal years 2009 through 2014’’.
