TI T LEX—PR I VA TE S T UD E N TL O AN I M PROVEMENT SEC. 10 01. SHORT TIT L E. This title may be cited as the ‘‘Private Student L oan Trans- parency and Improvement Act of 2008’’. SEC. 1002. RE G ULATIONS. Not later than 365 days after the date of enactment of this Act, the Board of Governors of the Federal Reserve System shall issue regulations in final form to implement paragraphs (1), (2), (3), ( 4 ), (6), (7), and (8) of section 128(e) and section 140(c) of the Truth in Lending Act, as added by this title, w hich regulations shall become effective not later than 6 months after their date of issuance. SEC. 100 3 . EFFECTI V E D ATES. (a) IN GENERAL.—Except as provided in subsection (b) and as otherwise provided in this title, this title and the amendments made by this title shall become effective on the date of enactment of this Act. (b) E F FECT NOT W IT H STANDING REGULATIONS.—Paragraphs (1), (2), (3), (4), (6), (7), and (8) of section 128(e) and section 140(c) of the Truth in Lending Act, as added by this title, shall become effective on the earlier of the date on which regulations issued under section 1002 become effective or 18 months after the date of enactment of this Act. 15USC 1 638note.D e adli ne s .
