Amountspr o vide d by se c tion 1 0 1 f or ‘ ‘ D ep a rtment of T ransportation —M aritime Administration— O perations and Trainin g’ ’s h a l l include amounts necessary to satisfy the salaries and benefits of employees of the U nited States Merchant Marine Academy , to be derived solely from the total amount made available in this j oint resolution for the United States Merchant Marine Academy. The Secretary of Transportation shall inform the C ommit - tees on Appropriations of the H ouse of R epresentatives and the Senate of salaries and e x penses funding obligated for personnel that had heretofore not been compensated from funds made avail- able under this account. SEC. 16 8 . N ot w ithstanding any other provision of this joint resolution, other than section 106, the Secretary of Housing and Urban Development shall obligate funds provided by section 101 at a rate the Secretary determines is necessary to renew, in a timely manner, all section 8 project-based rental assistance con- tracts. I n renewing such contracts, the Secretary may provide for payments to be made beyond the period covered by this joint resolu- tion. SEC. 16 9 . Section 24( o ) of the United States Housing Act of 19 3 7 (42 U.S.C. 1437v(o)) shall be applied by substituting the date specified in section 106(3) of this joint resolution for ‘‘Sep- tember 30, 2008’’. SEC. 170. Notwithstanding the limitation in the first sentence of section 2 5 5(g) of the National Housing Act (12 U.S.C. 1715 z - 20(g)), the Secretary of Housing and Urban Development may, until the date specified in section 106(3) of this joint resolution, insure and enter into commitments to insure mortgages under section 255 of such Act. SEC. 171. During the period covered by this joint resolution, commitments to guarantee loans insured under the Mutual Mort- gage Insurance F und, as authorized by the National Housing Act (12 U.S.C. 1701 et se q .), shall not exceed a loan principal of $ 1,154,000,000 multiplied by the number of days in such period. SEC. 172. Notwithstanding any other provision of this joint resolution, from funds made available for personnel compensation and benefits or salaries and expenses under any account in title II of division K of P ublic L aw 110 – 161 (except for ‘‘Office of Inspector G eneral’’ and ‘‘Office of Federal Housing E nterprise Oversight— Salaries and Expenses’’), up to $15,000,000 may be transferred to ‘‘ W or k ing Capital Fund’’ for information technology needs for the Federal Housing Administration. SEC. 173. Amounts provided by section 101 for ‘‘National Transportation Safety B oard—Salaries and Expenses’’ shall include amounts necessary to make lease payments due in fiscal year 2009 only, on an obligation incurred in 2001 under a capital lease. SEC. 174. The provisions of title II of the McKinney- V ento Homeless Assistance Act (42 U.S.C. 11311 et seq.) shall continue in effect, notwithstanding section 209 of such Act, through the earlier of (1) the date specified in section 106(3) of this joint resolu- tion

or (2) the date of enactment of an authorization Act relating to the McKinney-Vento Homeless Assistance Act. This division may be cited as the ‘‘Continuing Appropriations Resolution, 2009’’. Mortga g es.C o n tra c ts.
