SEC.9 .C O O RDINAT ION RE G ARDING F IRE P RE V ENTION AND CONTRO L AND E M ERGENC Y MEDICAL SERVICES. (a) I N G ENE R A L .—Section 2 1(e) o f the F ederal Fire P revention and Control A ctof1 974 (1 5U .S.C. 221 8 (e)) is amended to read as follows

‘‘(e) C O OR DI NATION.— ‘‘(1) IN GENERAL.—To the e x tent practicable, the Adminis- trator shall use existing programs, data, information, and facili- ties already available in other Federal Government depart- ments and agencies and, where appropriate, existing research organi z ations, centers, and universities. ‘‘(2) COORDINATION O F FIRE P RE V ENTION AND C ONTROL PRO- GRAM S .—The Administrator shall provide liaison at an appro- priate organizational level to assure coordination of the activi- ties of the Administrator with Federal, State, and local govern- ment agencies and departments and nongovernmental organiza- tions concerned with any matter related to programs of fire prevention and control. ‘‘(3) COORDINATION OF EMERGENC Y MEDICAL SERVICES PRO- GRAMS.—The Administrator shall provide liaison at an appro- priate organizational level to assure coordination of the activi- ties of the Administrator related to emergency medical services provided by fire service-based systems with Federal, State, and local government agencies and departments and nongovern- mental organizations so concerned, as well as those entities concerned with emergency medical services generally.’’. (b) FIRE SERVICE- B ASED E MERGENCY MEDICAL SERVICES BEST PRACTICES.—Section 8(c) of such Act (15 U.S.C. 22 0 7(c)) is amended— (1) by redesignating paragraphs (2) through (4) as para- graphs (3) through (5), respectively

and (2) by inserting after paragraph (1) the following new para- graph: ‘‘(2) The Administrator is authorized to conduct, directly or through contracts or grants, studies of the operations and manage- ment aspects of fire service-based emergency medical services and coordination between emergency medical services and fire services. Such studies may include the optimum protocols for on-scene care, the allocation of resources, and the training re q uirements for fire service-based emergency medical services.’’. SEC. 10 . AMENDMENTS TO DEFINITIONS. Section 4 of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2203) is amended— (1) in paragraph (3), by stri k ing ‘‘Administration’’ and inserting ‘‘Administration, within the Federal Emergency Management Agency’’; (2) in paragraph (7), by striking the ‘‘and’’ after the semi- colon; (3) in paragraph (8), by striking the period at the end and inserting ‘‘; and’’; and (4) by adding at the end the following:
