(a)REPORT RE QUI RE D.—Notl at er t h a n210d a ys a f ter the date of the ena c t m ent of th i s A ct , the S ecretary of V eterans Affairs shall s ub mit to C on g ress a re p ort on the findings of the Secretary as a result of the follo w ing studies

(1) T he most recent study of the Secretary on the appro - priate le v els of disability compensation to be paid to veterans to compensate for loss of earning capacity and q uality of life as a result of service-related disabilities. (2) The most recent study of the Secretary on the feasability and appropriate level of long-term transition payments to vet- erans who are separated from the Armed F orces due to dis- ability while such veterans are undergoing rehabilitation for such disability. (b) EL E M E N T S .—The report required by subsection (a) shall include the following: (1) A comprehensive description of the findings and rec- ommendations of the Secretary as a result of the studies described in subsection (a). (2) A description of the actions proposed to be ta k en by the Secretary in light of such findings and recommendations, including a description of any modification of the schedule for rating disabilities of veterans under section 11 5 5 of title 38 , U nited States Code, proposed to be undertaken by the Secretary and of any other modification of policy or regulations proposed to be undertaken by the Secretary. (3) For each action proposed to be taken as described in paragraph (2), a proposed schedule for the taking of such action, including a schedule for the commencement and comple- tion of such action. ( 4 ) A description of any legislative action required in order to authori z e, facilitate, or enhance the taking of any action proposed to be taken as described in paragraph (2). SEC. 21 4 . ADVISORY COMMITTEE ON DISABILITY COMPENSATION. (a) I N G ENER A L.—Subchapter III of chapter 5 is amended by adding at the end the following new section: ‘ ‘ §546.AdvisoryC o m mi t t e eo nD is ab i l ity Com p ensation ‘ ‘(a) ESTA B LIS H MENT.—(1) There is in the D epartment the Advisory Committee on Disability Compensation (in this section referred to as the ‘Committee ’ ). ‘‘(2) The Committee shall consist of not more than 18 members appointed by the Secretary from among individuals who— ‘‘(A) have e x perience with the provision of disability com- pensation by the Department

or ‘‘( B ) are leading medical or scientific experts in relevant fields. ‘‘(3)(A) Except as provided in subparagraph (B), the Secretary shall determine the terms of service and pay and allowances of the members of the Committee.
