SEC.704 .C OMPTR O L LER G E N ER A L REPORT. N ot later than the last day of fiscal year 2 0 12, the C omptroller G eneral shall submit to Congress a report on the assistance pro- vided to the United States Paralympics, Inc., under section 5 21A of title 38 , United States Code, as added by section 7 02, and the activities of the O ffice of National Veterans Sports Programs and Special Events under section 322 of such title, as added by section 703. Such report shall include a description of how the United States Paralympics, Inc., used grants provided by the Department of Veterans Affairs, the number of disabled veterans who benefitted from such grants, and how such veterans benefitted. TI T LEV III —O T H E RMA TTER S SEC. 8 0 1 .A U T H OR I T YF OR SUSPENSION OR TERMINATION OF CLAIMS OF THE UNITE D STATES AGAINST INDI V IDUALS W HO DIED WHILE SERVING ON ACTIVE DUTY IN THE ARMED FORCES. (a) A U T H ORIT Y .—Section 3711(f) of title 31, United States Code, is amended— (1) by redesignating paragraph (3) as paragraph ( 4 ); and (2) by inserting after paragraph (2) the following new para- graph (3)

‘(3) The Secretary of Veterans Affairs may suspend or termi- nate an action by the Secretary under subsection (a) to collect a claim against the estate of a person who died while serving on active duty as a member of the Army, Navy, Air F orce, M arine Corps, or Coast Guard during a period when the Coast Guard is operating as a service in the Navy if the Secretary determines that, under the circumstances applicable with respect to the deceased person, it is appropriate to do so. ’ ’. (b) E Q UITA BL E R E F UN D OFA M OUNTS COLLECTED.—The Sec- retary of Veterans Affairs may refund to the estate of such person any amount collected by the Secretary (whether before, on, or after the date of the enactment of this Act) from a person who died while serving on active duty as a member of the Armed Forces if the Secretary determines that, under the circumstances applicable with respect to the deceased person, it is appropriate to do so. SEC. 80 2 . THREE - YEAR E X TENSION OF AUTHORITY TO CARRY OUT INCOME VERIFICATION.
