SEC. 2 .S P ECI A LI M MI G RANT NONMINISTER RELIGIO U S W OR K ER PRO - GRAM. ( a )EXTENSIO N. — Subclause (II) and subclause (III) o f section 10 1(a)( 27 )( C )(ii) of the Immigration and Nationality Act ( 8U .S.C. 1101(a)(27)(C)(ii)) are amended by striking ‘‘ O ctober 1 , 2008,’’ both places such term appears and inserting ‘‘ M arch 6 , 200 9 ,’’. (b) RE GULA TIONS.—Not later than 3 0 days after the date of the enactment of this Act, the Secretary of H omeland Security shall— (1) issue final regulations to eliminate or reduce fraud related to the granting of special immigrant status for special immigrants described in subclause (II) or (III) of section 101(a)(27)(C)(ii) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(27)(C)(ii))
and (2) submit a certification to Congress and publish notice in the F ederal Register that such regulations ha v e been issued and are in effect. (c) RE P O R T.—Not later than March 6, 2009, the Inspector G en- eral of the D epartment of Homeland Security shall submit to Con- gress a report on the effectiveness of the regulations re q uired by subsection (b)(1). (d) E F FE C TI V E DATE.—The amendments made by subsection (a) shall take effect on the date that the Secretary of Homeland Security submits the certification described in subsection (b)(2) 8USC1 1 0 1 note.
