( 2 ) EL E M E N T S .— T he report re q uired under paragraph (1) shall include the following

(A) An assessment of the li k ely current location of terrorist leaders, including Osama bin Laden, Ayman al -Z awahiri, and other key leaders of al Qaeda. ( B ) A description of ongoing efforts to bring to justice such terrorist leaders, particularly those who ha v e been directly implicated in attacks in the U nited States and its embassies. (C) An assessment of whether the government of each country assessed as a likely location of top leaders of al Qaeda has fully cooperated in efforts to bring those leaders to justice. (D) A description of diplomatic efforts currently being made to improve the cooperation of the governments described in subparagraph (C). (E) A description of the current status of the top leader- ship of al Qaeda and the strategy for locating them and bringing them to justice. ( F ) An assessment of whether al Qaeda remains the terrorist organi z ation that poses the greatest threat to United States interests, including the greatest threat to the territorial United States. ( 3 ) UPD A TEO F REPORT.—Not later than one year after the submission of the report required under paragraph (1), the Secretary of State and the Secretary of Defense shall, in coordination with the Director of National Intelligence, jointly submit to Congress an update of the report required under paragraph (1). ( 4 ) FORM.—The report required under paragraph (1) and the update of the report required under paragraph (3) shall be submitted in unclassified form, but may contain a classified anne x , if necessary. SEC.1256 . E XT E N S IO NO F CO U NTE RP RO L IFER A TION PRO G RA M RE V IE W COMMITTEE. (a) M EM B ERS.—Section 1 6 0 5 of the National Defense Authoriza- tion Act for Fiscal Y ear 1994 (22 U.S.C. 2 7 51 note) is amended in subsection (a)(1)— (1) in subparagraph (C) by striking ‘ ‘Director of Central Intelligence ’ ’ and inserting ‘‘Director of National Intelligence’’

and (2) by adding at the end the following: ‘‘(E) The Secretary of State. ‘‘(F) The Secretary of H omeland Security.’’. (b) A C CESS TO INFORMATION.—Subsection (d) of such section is amended by inserting after ‘‘Department of Energy,’’ the fol- lowing: ‘‘the Department of State, the Department of Homeland Security,’’. (c) TERMINATION.—Subsection (f) of such section is amended by striking ‘‘200 8 ’’ and inserting ‘‘2013’’.
