(b) PUNISHME N T . —S ubsection (b) of section 22 5 2 A of title 18 , U nited States C ode, is amended by adding at the end the following: ‘‘(3) W hoe v er violates, or attempts or conspires to violate, subsection (a)(7) shall be fined under this title or imprisoned not more than 15 years, or both.’’. TI T LE I V—NA TI O NAL IN S TIT U TEO FJ USTI C E STU DY OF R IS K FACTORS SEC.401 . NIJ S TUDYOFR IS K F A CTORS FOR ASSESSIN G DANGEROUS - NESS. (a) I N G ENE RAL .— N ot later than 1 year after the date of enact- ment of this Act, the National Institute of J ustice shall prepare a report to identify investigative factors that reliably indicate whether a sub j ect of an online child e x ploitation investigation poses a high risk of harm to children. Such a report shall be prepared in consultation and coordination with F ederal law enforcement agencies, the National Center for M issing and E xploited Children, O peration Fairplay at the Wyoming Attorney General’s Office, the Internet Crimes Against Children T ask Force, and other State and local law enforcement. (b) C O NTENTS O F ANAL Y SIS.—The report re q uired by subsection (a) shall include a thorough analysis of potential investigative fac- tors in on-line child exploitation cases and an appropriate examina- tion of investigative data from prior prosecutions and case files of identified child victims. (c) R E P ORT TO CON G RESS.—Not later than 1 year after the date of enactment of this Act, the National Institute of Justice shall submit a report to the H ouse and Senate Judiciary Committees that includes the findings of the study required by this section and makes recommendations on technological tools and law enforce- ment procedures to help investigators prioriti z e scarce resources to those cases where there is actual hands-on abuse by the suspect. (d) AUTHORI Z ATION OF APPROPRIATIONS.—There are authorized to be appropriated $ 5 0 0,000 to the National Institute of Justice to conduct the study required under this section. TITLE V—SECURIN G ADOLESCENTS FRO M ONLINE E XP LOITATION SEC. 5 01. RE P ORTING RE Q UIRE M ENTS OF E L ECTRONIC COMMUNICA- TION SER V ICE PROVIDERS AND REMOTE COMPUTING SERVICE PROVIDERS.
