‘( C ) A description and analysis of the le v el of interoper - ability and security of technologies for sharing healthcare infor m ation among the D epartment of Defense, the Depart- ment of V eterans Affairs, and their transaction partners . ‘‘(D) A description and analysis of the problems the Department of Defense and the Department of Veterans Affairs are having with, and the progress such departments are ma k ing toward, ensuring interoperable and secure healthcare information systems and electronic healthcare records. ’ ’

and ( 2 ) by adding at the end the following new subsection: ‘‘( j ) TECHNOL O GY - N E UTRA L G U ID ELINE S AND S TANDARDS. — The Director, in consultation with industry and appropriate F ederal agencies, shall develop, or shall adopt from industry, technology- neutral information technology infrastructure guidelines and stand- ards for use by the Department of Defense and the Department of Veterans Affairs to enable those departments to effectively select and utili z e information technologies to meet the re q uirements of this section.’’. SEC.253 . A SSESS M E NTOF TEC H NO L O GY T R ANS I TION P ROGRAMS AN D REPEAL OF REPORTING RE QU IREMENT. (a) ASSESS M ENT AND R E P ORT RE Q UIRED.— (1) I N GENERAL.—The U nder Secretary of Defense for Acquisition, Technology, and L ogistics shall assess the feasi- bility of consolidating the various technology transition pro- grams in the Department of Defense into a unified effort man- aged by a senior official of the Department. (2) P ROGRAMS INCLUDED.—The assessment required by paragraph (1) shall include— (A) the technology transition programs managed or overseen by the Secretary of Defense; and ( B ) as the Under Secretary considers appropriate, the technology transition programs of the military depart- ments. ( 3 ) REPORT.—Not later than O ctober 1, 2 0 0 9 , the Under Secretary shall submit to the congressional defense committees a report on the assessment required by paragraph (1). The report shall include the following: (A) A description of each of the technology transition programs considered as part of the assessment. (B) An evaluation of the e x tent to which each tech- nology transition program fulfills its intended mission and supports effective and efficient technology transition. (C) For each technology transition program considered in the assessment, a summary of the funding available for the five fiscal years preceding the date on which the report is submitted. (D) The conclusion of the Under Secretary as to whether there are any benefits in consolidating the tech- nology transition programs into a unified effort managed by a senior official of the Department of Defense. ( E ) Recommendations to add, repeal, or amend statutes or regulations in order to more effectively enable technology transition.
