AUTHORIZ E D STRE NG THO FM I L ITAR Y SER V ICE ACADEMIES AND RE P EAL OF PROHI B ITION ON PHASED INCREASE IN MIDSHIPMEN AND CADET STRENGTH LIMIT AT NAVAL ACADEMY AND AIR FORCE ACADEMY. (a) M I L ITARY A C A DE MY.—Section 4 342(a) of title 10, U nited States Code, is amended by striking ‘ ‘4,000 or such higher number ’ ’ and inserting ‘‘4,400 or such lower number’’. (b) NA V AL ACADEMY.—Section 6 9 5 4 of such title is amended— (1) in subsection (a), by striking ‘‘4,000 or such higher number’’ and inserting ‘‘4,400 or such lower number’’; and (2) in subsection (h)(1), by striking the last sentence. (c) AIR FORCE ACADEMY.—Section 9342 of such title is amended— (1) in subsection (a), by striking ‘‘4,000 or such higher number’’ and inserting ‘‘4,400 or such lower number’’; and (2) in subsection ( j )(1), by striking the last sentence. (d) E FFECTIVE DATE.—The amendments made by this section shall apply with respect to academic years at the United States Military Academy, the United States Naval Academy, and the Air Force Academy after the 200 7 -200 8 academic year. SEC. 54 1 . PROMOTION OF FOREIGN AND CULTURAL E X CHANGE ACTIVI - TIES AT MILITARY SERVICE ACADEMIES. (a) UNITED STATE S MILITARY ACADEMY.— (1) I N GENERAL.—Chapter 403 of title 10, United States Code, is amended by inserting after section 4345 the following new section

‘ §43 4 5a.Foreign an dcult ural e x c h ange acti v itie s ‘‘(a) ATTENDANCE AUTHORI Z ED.—The Secretary of the Army may authori z e the Academy to permit students, officers, and other representatives of a foreign country to attend the Academy for periods of not more than two weeks if the Secretary determines that the attendance of such persons contributes significantly to the development of foreign language, cross cultural interactions and understanding, and cultural immersion of cadets. 10USC43 4 2note.
