S uch amounts shall be available to the Institute to cover the costs of such instruction. The source and disposition of such amounts shall be specifically identified in the records of the Institute. ’ ’. SEC.54 5. Section 93 3 1 (b)(4) of title 1 0 , U nited States C ode, is amended by stri k ing ‘‘ 2 1 permanent professors’’ and inserting ‘‘23 permanent professors’’. SEC. 54 6 .RE Q UIREMENT OF COMP L ETION OF SER V ICE UNDER HONOR - ABLE CONDITIONS FOR PURPOSES OF ENTITLEMENT TO EDUCATIONAL ASSISTANCE FOR RESERVE COMPONENT MEMBERS SUPPORTIN G CONTINGENCY OPERATIONS. (a) REQUIR E M E NTOFH ONOR ABL E SER V I C E. — Section 1 6 164(a)(2) of title 10, United States Code, is amended by striking ‘‘other than dishonorable conditions’’ and inserting ‘‘honorable conditions’’. (b) E FFECTIVE DATE.—The amendment made by subsection (a) shall take effect on the date of the enactment of this Act and shall apply to a person described in section 16163 of title 10, United States Code, who— (1) separates from a reserve component on or after J anuary 2 8 , 2008, the date of the enactment of the N ational Defense Authori z ation Act for Fiscal Y ear 2008

and (2) as of the date of the enactment of this Act, has not used any of the person’s entitlement to educational assistance under chapter 160 7 of such title. SEC. 54 7 . CONSISTENT EDUCATION LOAN REPAYMENT AUTHORITY FOR HEALTH PROFESSIONALS IN REGULAR COMPONENTS AND SELECTED RESERVE. Section 16302(c) of title 10, United States Code, is amended by striking paragraphs (2) and (3) and inserting the following new paragraph

‘‘(2) The annual ma x imum amount of a loan that may be repaid under this section shall be the same as the maximum amount in effect for the same year under subsection (e)(2) of section 2173 of this title for the education loan repayment program under such section.’’. SEC. 54 8 . INCREASE IN NUMBER OF UNITS OF J UNIOR RESERVE OFFI- CERS ’ TRAINING CORPS. (a) P LAN FOR INCREA S E.—The Secretary of Defense, in consulta- tion with the Secretaries of the military departments, shall develop and implement a plan to establish and support, not later than September 30, 2020, not less than 3,700 units of the Junior Reserve O fficers’ Training Corps.
