‘‘(2) If the claimant’’; and ( 4 ) by striking ‘‘A claimant’s acceptance’’ and inserting the following: ‘‘(3) A claimant’s acceptance’’. (c) R ETR O ACTI V E EF FECTIVENESS OF AMENDMENTS.— T he amendment made by subsection (a) shall apply with respect to any sentence of a court-martial set aside by a Corrections Board on or after O ctober 1, 2 0 0 7 , when the Corrections Board includes an order or recommendation for the payment of a claim for the loss of pay, allowances, compensation, emoluments, or other pecu- niary benefits, or for the repayment of a fine or forfeiture, that arose as a result of the conviction. In this subsection, the term ‘‘Corrections Board’’ has the meaning given that term in section 1 5 57 of title 10, U nited States Code. SEC.593 .E XT E N S IO NO FL I M IT A TION ON R E DU CTIONS OF P ERSONNEL OFA G ENCIES RESPONSI B LE FOR RE V IE W AND CORREC - TION OF MILITAR Y RECORDS. Section 155 9 (a) of title 10, United States Code, is amended by striking ‘‘October 1, 200 8 ’’ and inserting ‘‘ D ecember 31, 2010’’. SEC. 59 4 . MODIFICATION OF MATC H ING FUND RE Q UIREMENTS UNDER NATIONAL GUARD YOUTH CHALLENGE PROGRAM. (a) IN G ENERAL.—Subsection (d) of section 509 of title 32, United States Code, is amended to read as follows: ‘‘(d) M ATC H IN GFU NDS RE Q UIRED.—(1) The amount of assistance provided by the Secretary of Defense to a State program of the P rogram for a fiscal year under this section may not e x ceed 6 0 percent of the costs of operating the State program during that fiscal year. ‘‘(2) The limitation in paragraph (1) may not be construed as a limitation on the amount of assistance that may be provided to a State program of the Program for a fiscal year from sources other than the Department of Defense.’’. (b) EFFECTIVE DATE.—The amendment made by subsection (a) shall take effect on October 1, 2008, and shall apply with respect to fiscal years beginning on or after that date. SEC. 595. MILITARY SALUTE FOR THE FLAG DURING THE NATIONAL ANTHEM BY MEMBERS OF THE ARMED FORCES NOT IN UNIFORM AND BY VETERANS. Section 301(b)(1) of title 36, United States Code, is amended by striking subparagraphs (A) through (C) and inserting the fol- lowing new subparagraphs: ‘‘(A) individuals in uniform should give the military salute at the first note of the anthem and maintain that position until the last note; ‘‘(B) members of the Armed Forces and veterans who are present but not in uniform may render the military Ap p licab ili ty.
