(2) S ection 9 43 of the N ational Defense Authori z ation Act for F iscal Y ear 200 8 ( P ublic L a w 110 – 181; 122 Stat. 288) is amended— (A) in subsection (b), by striking ‘‘major weapon system’’ and inserting ‘‘major defense acquisition program’’; and (B) in subsection (c)— (i) by striking ‘‘major systems’’ and inserting ‘‘major defense acquisition programs’’; and (ii) by adding at the end the following

‘‘ I n the case of the certification required by paragraph (2) of subsection (a) of such section, during the period prior to the completion of the first quadrennial roles and missions re v iew required by section 118b of title 10, U nited States Code, the certification required by that paragraph shall be that the system is being e x ecuted by an entity with a relevant core competency as identi - fied by the Secretary of Defense.’’. SEC.814 . C ONFIGURAT ION STEERING B OAR D S FOR COST CONTRO L UNDER M A J OR DEFENSE AC Q UISITION P ROGRAMS. (a) C ONFIGURAT ION ST E ERING BOAR DS .— E ach Secretary of a military department shall establish one or more boards (to be known as a ‘‘Configuration Steering Board’’) for the major defense acquisition programs of such department. (b) CO MP OSITION.— (1) C H AIR.—Each Configuration Steering Board under this section shall be chaired by the service acquisition executive of the military department concerned. (2) PARTI C U L AR MEM B ERS.—Each Configuration Steering Board under this section shall include a representative of the following: (A) T he O ffice of the Under Secretary of Defense for Acquisition, Technology, and Logistics. (B) The Chief of Staff of the Armed Force concerned. (C) Other Armed Forces, as appropriate. (D) The J oint Staff. (E) The Comptroller of the military department con- cerned.
