T he report shall include recommenda - tions on— (1) any chan g es to the current Department of Defense organi z ation, structure, command relationships, budget authority, procurement authority, and compensation and bene- fits

(2) any legislation that the Secretary considers necessary; and ( 3 ) any other matter the Secretary considers appropriate. SEC.907 . G E N E RAL C OU NSEL T OT H E I NS P ECTOR GENERAL O F THE D EPART M ENT OF DEFENSE. Section 8 of the I nspector G eneral Act of 19 7 8( 5 0 U .S.C. App. 8) is amended by adding at the end the follo w ing new sub- section

‘(h)(1) There is a General Counsel to the Inspector General of the Department of Defense, who shall be appointed by the Inspector General of the Department of Defense. ‘‘(2)(A) Notwithstanding section 1 4 0(b) of title 10, United States Code, the General Counsel is the chief legal officer of the O ffice of the Inspector General. ‘‘( B ) The Inspector General is the e x clusive legal client of the General Counsel. ‘‘(C) The General Counsel shall perform such functions as the Inspector General may prescribe. ‘‘(D) The General Counsel shall serve at the discretion of the Inspector General. ‘‘(3) There is an Office of the General Counsel to the Inspector General of the Department of Defense. The Inspector General may appoint to the Office to serve as staff of the General Counsel such legal counsel as the Inspector General considers appropriate. ’ ’. SEC. 90 8 . B USINESS TRANSFORMATION INITIATI V ES FOR THE MILI - TAR Y DEPARTMENTS. (a) I N GENER AL .—The Secretary of each military department shall, acting through the Chief M anagement Officer of such military department, carry out an initiative for the business transformation of such military department. (b) O BJ E C T IV E S .—The ob j ectives of the business transformation initiative of a military department under this section shall include, at a minimum, the following: (1) The development of a comprehensive business trans- formation plan, with measurable performance goals and objec- tives, to achieve an integrated management system for the business operations of the military department. (2) The development of a well-defined enterprise-wide busi- ness systems architecture and transition plan encompassing end-to-end business processes and capable of providing accurately and timely information in support of business decisions of the military department. (3) The implementation of the business transformation plan developed pursuant to paragraph (1) and the business systems architecture and transition plan developed pursuant to para- graph (2).
