(c) RE FU N D .— A ny individual who has a payment reduced under subsection (a) shall receive a one - time payment, from the fund, in an amount e q ual to the amount of such reduction. T his one- time payment shall be included with disbursements from the fund scheduled for October 2013. (d) F UND.— I n this section, the term ‘ ‘fund ’ ’ refers to the D epart- ment of Defense M ilitary Retirement Fund established by section 1 46 1 of title 10, U nited States C ode. (e) TR A NSFER.— N ot later than 60 days after the date of the enactment of this Act, the Secretary of Defense shall transfer $ 40,000,000 from the unobligated balances of the National Defense Stockpile Transaction Fund to the Miscellaneous Receipts Fund of the United States Treasury to offset estimated costs arising from section 7 02 and the amendments made by such section. SEC.10 0 3 . MAN A G EMEN TOFPUR C H ASE CAR D S. (a) P ENA LT IES FOR V IOLATIONS.—Section 27 8 4(c)(1) of title 10, United States Code, is amended by striking ‘‘(1) provide for’’ and inserting the following

‘‘(1) provide— ‘‘(A) for the reimbursement of charges for unauthori z ed or erroneous purchases, in appropriate cases

and ‘‘(B) for’’. (b) RE Q UIRED RE P ORT.—Not later than 270 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the H ouse of Representatives a report detailing actions to be taken by the Department of Defense to implement the recommendations of the G overnment Accountability Office in its report titled ‘‘Actions Needed to Strengthen Internal Controls to Reduce Fraudulent, Improper, and Abusive Purchases’’ (GAO-08-333) to improve safe- guards and internal controls on the use of agency purchase cards. SEC. 100 4 . COD I FICATION OF RECURRING AUTHORIT Y ON UNITED STATES CONTRI B UTIONS TO THE NORTH AT L ANTIC TREATY ORGANI Z ATION COMMON - FUNDED BUDGETS. (a) CODIFI C ATION OF AUT H ORIT Y .— (1) IN G ENERAL.—Subchapter II of chapter 134 of title 10, United States Code, is amended by adding at the end the following new section: ‘ ‘ §2 2 63.UnitedS t a te sco nt r i bu tions to t h e N orth A t l antic T reat yO r g ani z ation co m mon -f unded budgets ‘‘(a) IN GENERAL.—The total amount contributed by the Sec- retary of Defense in any fiscal year for the common-funded budgets of NATO may be an amount in e x cess of the maximum amount that would otherwise be applicable to those contributions in such fiscal year under the fiscal year 1 9 98 baseline limitation. ‘‘(b) REPORTS.—(1) Not later than October 30 each year, the Secretary of Defense shall submit to the congressional defense committees a report on the contributions made by the Secretary Deadlin e .Ef fe ct i v e date.
