S . C . 1077a(c)). (e) P REFEREN C E FOR COO P ERATI V EE DU CATION STUDENTS.— I n evaluating individuals for the a w ard of a scholarship or fellowship under the program established under this section, the Administrator may give a preference to an individual who is enrolled in, or accepted for enrollment in, an institution of higher education that has a cooperative education program with the D epartment of Energy. (f) COORDINATION OF B ENEFITS.—A scholarship or fellowship awarded under the program established under this section shall be ta k en into account in determining the eligibility of an individual receiving such scholarship or fellowship for Federal student finan- cial assistance provided under title I V of the Higher Education Act of 1965 (20 U.S.C. 1070 et se q .). (g) REPORT TO CON G RESS.— N ot later than J anuary 1, 2010, the Administrator shall submit to the congressional defense commit- tees a report on the activities carried out under the program estab- lished under this section, including any recommendations for future activities under such program. (h) FUNDING.— O f the amounts authori z ed to be appropriated by section 3 101(a)(2) for defense nuclear nonproliferation activities, $ 3,000,000 shall be available to carry out the program established under this section. SEC.31 1 4 .E NHA NC I N G N U C L EA RFO RENSICS CA P A B ILI T IES. (a) RESEARC H AND DEVE L OP M ENT PLAN FOR NUCLEAR FORENSICS AND ATTRI B UTION.— (1) RESEARCH AND DEVELOPMENT.— T he Secretary of Energy shall prepare and implement a research and development plan to improve nuclear forensics capabilities in the Department of Energy and at the national laboratories overseen by the Department of Energy. The plan shall focus on improving the technical capabilities required— (A) to enable a robust and timely nuclear forensic response to a nuclear e x plosion or to the interdiction of nuclear material or a nuclear weapon anywhere in the world
and (B) to develop an international database that can attribute nuclear material or a nuclear weapon to its source. (2) REPORTS.— (A) The Secretary of Energy shall submit to the congressional defense committees— (i) not later than 6 months after the date of the enactment of this Act, a report on the contents of the research and development plan described in para- graph (1), and any legislative changes required to implement the plan; and (ii) not later than 1 8 months after the date of the enactment of this Act, a report on the status of implementing the plan. 50USC2 5 74.
