(i) W hether to continue or bring to a close each of the partnership projects under the program in e x ist - ence on the date of the enactment of this Act , and, if an y such project is recommended to be continued, a description of how that project will meet the criteria under subparagraph (A). (ii) Whether to enter into new partnership projects under the program with Russia or other countries of the former S oviet U nion. (iii) Whether to enter into new partnership projects under the program in countries other than countries of the former Soviet Union. ( C ) A plan and criteria for completing partnership projects under the program. (b) R EPORT O NFU N DI N GF OR PRO J E C T S UNDER PROGR AM . — ( 1 ) IN GENERA L .— T he Administrator shall submit to the congressional defense committees a report on— (A) the purposes for which amounts made available for the Global Initiatives for Proliferation Prevention pro- gram for fiscal year 20 0 9 will be obligated or expended

and (B) the amount to be obligated or expended for each partnership project under the program in fiscal year 2009. (2) L IMITATION ON FUNDING B EFORE SUBMITTAL OF REPORT.— N one of the amounts authori z ed to be appropriated for fiscal year 2009 by section 3 101(a)(2) for defense nuclear nonproliferation activities and available for the Global Initia- tives for Proliferation Prevention program may be obligated or expended until the date that is 30 days after the date on which the Administrator submits to the congressional defense committees the report re q uired under paragraph (1). SEC.31 1 7 . LIM I TA TI ON ONA V AILA B ILIT Y O F F U N D SFO RG LOBAL NUCLEAR ENERGY P ARTNERS H IP. (a) LIMITATION.— O f the amounts authorized to be appropriated for fiscal year 2009 by section 3101(a)(2) for defense nuclear non- proliferation activities, not more than $ 3,000,000 may be used for projects that are specifically designed for the Global Nuclear E nergy Partnership. Any amount so used may not be expended until 30 days after the date on which the Administrator of the National Nuclear Security Administration submits to Congress a report that describes in detail the full amount of funding that the Administrator plans to expend for any effort related to the Global Nuclear Energy Partnership. (b) USE OF FUNDS.—Any amount made available pursuant to an authorization of appropriations under section 3101(a)(2) that is covered by the limitation under subsection (a) shall only be available for nonproliferation ris k assessments relating to the Global Nuclear Energy Partnership and related work on export control reviews and determinations.
