(c) DUT I ESOF THE CO M MITTEE.— ( 1 ) ING ENERA L .—The Committee shall monitor, assess, and ma k e recommendations regarding effective u tili z ation of the International S pace Station as a national laboratory and platform for research. (2) ANNUAL RE P ORT.—The Committee shall submit to the Administrator, on an annual basis or more fre q uently as consid- ered necessary by a ma j ority of the members of the Committee, a report containing the assessments and recommendations required by paragraph (1). (d) DURATION.—The Committee shall e x ist for the life of the International Space Station. SEC.603 .C ONTI N G ENC YPLA N F O R CARGO RES U PPLY. (a) IN G ENERAL.—The International Space Station represents a significant investment of national resources, and it is a facility that embodies a cooperative international approach to the explo- ration and utilization of space. As such, it is important that its continued viability and productivity be ensured, to the maximum extent possible, after the Space Shuttle is retired. (b) CONTINGEN CYP LAN.—The Administrator shall develop a contingency plan and arrangements, including use of International Space Station international partner cargo resupply capabilities, to ensure the continued viability and productivity of the International Space Station in the event that U nited States commercial cargo resupply services are not available during any extended period after the date that the Space Shuttle is retired. The plan shall be delivered to the Committee on Science and Technology of the H ouse of R epresentatives and the Committee on Commerce, Science, and Transportation of the Senate not later than one year after the date of enactment of this Act. SEC. 60 4 . SENSE OF CONGRESS ON USE OF SPACE LIFE SCIENCES LA B ORATORY AT K ENNE D Y SPACE CENTER. It is the sense of Congress that the Space L ife Sciences Labora- tory at K ennedy Space Center represents a key investment and asset in the International Space Station N ational Laboratory capa- bility. The laboratory is specifically designed to provide pre-flight, in-flight, and post-flight support services for International Space Station end-users, and should be utilized in this manner when appropriate.
