‘ §2470 2 .Transpo r t at i onr equ este dbyS tates , aut h orities, and other persons ‘‘(a) CONTRA C TS F OR T RANS P ORTATION.—Amtrak may enter into a contract with a State, a regional or local authority, or another person for Amtrak to operate an intercity rail service or route not included in the national rail passenger transportation system upon such terms as the parties thereto may agree. ‘‘(b) DISCONTINUANCE.— U pon termination of a contract entered into under this section, or the cessation of financial support under such a contract by either party, Amtrak may discontinue such service or route, notwithstanding any other provision of law.’’. (2) CONFORMING AMENDMENT.—The chapter analysis for chapter 247 is amended by inserting after the item relating to section 24701 the following: ‘ ‘ 2470 2 .Transpo r t at i onr equ este dbyS tates , aut h orities, and other persons ’ ’. (c) AMTRAK TO CONTINUE TO P RO V IDE N ON- H IGH-SPEED SERV- ICES.—Nothing in this division is intended to preclude Amtrak from restoring, improving, or developing non-high-speed intercity passenger rail service. (d) APPLICA B ILIT Y OF SECTION 2470 6 .—Section 24706 is amended by adding at the end the following: ‘‘(c) APPLICABILITY.—This section applies to all service over routes provided by Amtrak, notwithstanding any provision of section 24701 of this title or any other provision of this title e x cept section 24702(b).’’. (e) AMTRAK’S M ISSION.— (1) AMENDMENTS.—Section 24101 is amended— (A) by striking ‘‘purpose’’ in the section heading and inserting ‘‘ m ission’’; ( B ) by striking subsection (b) and inserting the fol- lowing: ‘‘(b) MISSION.—The mission of Amtrak is to provide efficient and effective intercity passenger rail mobility consisting of high q uality service that is trip-time competitive with other intercity travel options and that is consistent with the goals of subsection (d).’’; (C) by redesignating paragraphs ( 9 ) through (11) in subsection (c) as paragraphs (10) through (12), respectively, and inserting after paragraph ( 8 ) the following: ‘‘(9) provide additional or complementary intercity transpor- tation service to ensure mobility in times of national disaster or other instances where other travel options are not adequately available;’’; and (D) in subsection (d), by striking ‘‘subsection (c)(11)’’ and inserting ‘‘subsection (c)(12)’’. 49USC2 4 706. 49 USC 24 1 01 note .
