12 2 STA T .5 1 74CON C UR R E NT RESO L UT I ONS —J UNE 5 , 2 0 0 8Departm e n t ofL a b or an d pro vi de s an additiona l appropriation of u pto $40, 000,000, and t h e amount is desi g nated for in - person reemplo y ment and eligibility assessments and unemployment insuran c e improper payment revie w s for the Department of Labor, the allocation to the C ommittee on A ppro- priations shall be increased by the amount of additional budget authority and outlays resulting from that budget authority for fiscal year 2 00 9.( b ) C OST SO FOVER SE A SDE PL O YM E N TS AN DE MER G EN C Y N EEDS. — ( 1 ) OVERSEAS DEPLOYMENTS AND RELATED ACT I VITIES.— (A) I n the H ouse, if any bill, j oint resolution, amend- ment, or conference report ma k es appropriations for fiscal year 200 8 or fiscal year 2009 for overseas deployments and related activities and such amounts are so designated pursuant to this subparagraph, then the allocation to the Committee on Appropriations may be adjusted by the amounts provided in such legislation for that purpose up to the amounts of budget authority specified in section 104(21) for fiscal year 2008 or fiscal year 2009 and the new outlays resulting therefrom. ( B ) In the House, if any bill, joint resolution, amend- ment, or conference report makes appropriations for fiscal year 2008 or fiscal year 2009 for overseas deployments and related activities above the amounts of budget authority and new outlays specified in subparagraph (A) and such amounts are so designated pursuant to this subparagraph, then new budget authority, outlays, or receipts resulting therefrom shall not count for the pur- poses of titles III and I V of the Congressional Budget Act of 19 7 4. (2) EMERGENCY NEEDS.—In the House, if any bill, joint resolution, amendment, or conference report makes appropria- tions for discretionary amounts and such amounts are des- ignated as necessary to meet emergency needs, then the new budget authority and outlays resulting therefrom shall not count for the purposes of titles III and IV of the Congressional Budget Act of 1974. (c) P ROCED U RE FOR AD J USTMENTS.— (1) IN GENERAL.—In the House, prior to consideration of any bill, joint resolution, amendment, or conference report, the Chairman of the Committee on the Budget shall make the adjustments set forth in subsection (a) for the incremental new budget authority in that measure and the outlays resulting from that budget authority if that measure meets the re q uire- ments set forth in subsection (a), e x cept that no adjustment shall be made for provisions exempted for the purposes of titles III and IV of the Congressional Budget Act of 1974 under subsection (b) of this section. (2) M ATTERS TO B E ADJUSTED.— T he adjustments referred to in paragraph (1) are to be made to the allocations made under this concurrent resolution on the budget pursuant to section 3 02(a) of the Congressional Budget Act of 1974. (d) S UPPLEMENTAL APPROPRIATIONS FOR F ISCAL Y EAR 2008.—In the House, if any measure making supplemental appropriations for fiscal year 2008 is enacted, the Chairman of the Committee on the Budget shall make the appropriate adjustments in allocations
