( 5 ) In order to modify the rules of origin under the N AFTA, general note 1 2 to the HTS is modified as set forth in Anne x B to this procla- mation. ( 6 ) (a) The modifications to the HTS set forth in Annex A to this proc- lamation shall be effective w ith respect to articles entered, or with- drawn from warehouse for consumption, on or after the date set forth in Annex A. (b) The modifications to the HTS set forth in Annex B to this procla- mation shall enter into effect on the date that the UST R announces in a notice published in the Fed e ralR e gist er that C anada has completed its applicable domestic procedures to give effect to corresponding modifications to be applied to goods of the United States and shall be effective with respect to goods of Canada entered, or withdrawn from warehouse for consumption, on or after the date indicated in the no- tice. ( 7 ) In order to provide the intended tariff treatment to triphenyl phosphine and to correct the error identified in paragraph 19, the HTS is modified as provided in Annex C to this proclamation. (8) The modifications to the HTS made in Annex C to this proclama- tion shall be effective with respect to articles entered, or withdrawn from warehouse for consumption, on or after the date set out in that Annex. (9) The USTR shall notify the Congress of this proclamation and my certification as provided in section 40 4(e) of the CAFTA-DR Act, as amended. (10) Any provisions of previous proclamations and Executive O rders that are inconsistent with the actions ta k en in this proclamation are su- perseded to the extent of such inconsistency.
