SEC. 287 5 . ADDITION OF W OONSOC K ET LOCAL PROTECTION PRO J ECT. Section 2 8 66 of the M ilitary C onstruction Authorization Act for Fiscal Year 2007 (division B of Public Law 10 9 –364; 120 Stat. 2499) is amended by adding at the end the following new subsection

‘‘(d) W OON S OC K ET LOC AL P R OTECTION PRO J ECT.— ‘‘(1) ASS UM PTION O F RESPONSI B ILIT Y .—The Secretary of the Army, acting through the Chief of Engineers, shall assume responsibility for the annual operation and maintenance of the Woonsocket local protection project authorized by section 10 of the Act of December 22, 1944 (commonly known as the Flood Control Act of 1944; 58 Stat. 892, chapter 665), including by acquiring, in accordance with paragraph (2), any interest of the city of Woonsocket, R hode I sland, in and to land and structures required for the continued operation and mainte- nance, repair, replacement, rehabilitation, and structural integ- rity of the project, as identified by the city, in coordination with the Secretary. ‘‘(2) AC Q UISITION.—As a condition on the Secretary’s assumption of responsibility for the Woonsocket local protection project under paragraph (1), the city of Woonsocket shall convey, not later than one year after the date of the enactment of the National Defense Authorization Act for Fiscal Year 2008, to the Secretary of the Army, by quitclaim deed and without consideration, all right, title, and interest of the city in and to the Woonsocket local protection project, including any interest of the city in and to land and structures required for the continued operation and maintenance, repair, replace- ment, rehabilitation, and structural integrity of the project, as identified by the city.’’. SEC. 287 6 . REPEAL OF MORATORIUM ON IMPROVEMENTS AT FORT B UCHANAN, PUERTO RICO. Section 1507 of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (as enacted into law by Public Law 106–398; 114 Stat. 1654A–355) is repealed. SEC. 2877. ESTABLISHMENT OF NATIONAL MILITARY WORKIN G DOG TEAMS MONUMENT ON SUITABLE MILITARY INSTALLA- TION.
