‘ PARTJ J —G RA N TPR O GRA M TO EV A LU ATE AN DI MPROVE EDU C ATIONAL MET H OD S AT PRISONS , JAILS, AND JUVENILE F ACILITIES ‘ ‘SEC. 30 01. GRANT PROGRAM TO EVALUATE AND IMPROVE EDU - CATIONAL MET H ODS AT PRISONS, JAILS, AND JUVENILE FACILITIES. ‘ ‘(a) G RANTP R OG RA M A U T H OR IZED .—The Attorney General may carry out a grant program under which the Attorney General may make grants to States, units of local government, territories, Indian Tribes, and other public and private entities to— ‘‘(1) evaluate methods to improve academic and vocational education for offenders in prisons, j ails, and juvenile facilities; ‘‘(2) identify, and make recommendations to the Attorney General regarding, best practices relating to academic and voca - tional education for offenders in prisons, jails, and juvenile facilities, based on the evaluation under paragraph (1); and ‘‘(3) improve the academic and vocational education pro- grams (including technology career training) available to offenders in prisons, jails, and juvenile facilities. ‘‘(b) A P P L I C ATION.—To be eligible for a grant under this part, a State or other entity described in subsection (a) shall submit to the Attorney General an application in such form and manner, at such time, and accompanied by such information as the Attorney General specifies. ‘‘(c) R EPORT.— N ot later than 9 0 days after the last day of the final fiscal year of a grant under this part, each entity described in subsection (a) receiving such a grant shall submit to the Attorney General a detailed report of the progress made by the entity using such grant, to permit the Attorney General to evaluate and improve academic and vocational education methods carried out with grants under this part. ‘‘SEC. 300 2 . AUTHORI Z ATION OF APPROPRIATIONS. ‘‘There are authori z ed to be appropriated $5 ,000,000 to carry out this part for each of fiscal years 2009 and 2010.’’. SEC. 11 5 . TECHNOLOG Y CAREERS TRAINING DEMONSTRATION GRANTS. (a) AUTHORIT Y TO M A K E GRANT S .— F rom amounts made avail- able to carry out this section, the Attorney General shall make grants to States, units of local government, territories, and Indian Tribes to provide technology career training to prisoners.
