and ( B ) ensuring that C oast G uard operations and activities are uni m peded within the boundaries of the Outstanding Natural Area . ( 3 )A VAIL A B ILI TYOFM A P .— T he map shall be on file and available for public inspection in appropriate offices of the Bureau of Land M anagement. ( 4 ) W IT HDR A W AL.— (A) INGE NERAL.—Sub j ect to valid e x isting rights, sub- section (e), and an y existing withdrawals under the E xecu- tive orders and public land order described in subparagraph (B), the F ederal land and any interests in the Federal land included in the Outstanding Natural Area are with- drawn from— (i) all forms of entry, appropriation, or disposal under the public land laws; (ii) location, entry, and patent under the mining laws; and (iii) operation of the mineral leasing and geo- thermal leasing laws and the mineral materials laws. (B) D E SC RIPTION OF E X EC U TIVE ORDERS.—The Execu- tive orders and public land order described in subparagraph (A) are— (i) the Executive Order dated October 2 2, 185 4; (ii) Executive Order No. 4254 ( J une 12, 1 9 25); and (iii) P ublic Land Order No. 7 2 0 2( 6 1 Fed. R eg. 29758). (c) MANAGEMENT PLAN.— (1) IN GENERAL.—Not later than 3 years after the date of enactment of this Act, the Secretary, in consultation with the Commandant, shall develop a comprehensive management plan in accordance with section 202 of the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1712) to— (A) provide long-term management guidance for the public land in the Outstanding Natural Area; and (B) ensure that the Outstanding Natural Area fulfills the purposes for which the Outstanding Natural Area is established. (2) CONSULTATION; PUBLIC PARTICIPATION.—The manage- ment plan shall be developed— (A) in consultation with appropriate Federal, State, county, and local government agencies, the Commandant, the Local Partners, and other partners; and (B) in a manner that ensures full public participation. (3) EXISTING PLANS.—The management plan shall, to the maximum extent practicable, be consistent with existing resource plans, policies, and programs. (4) INCLUSIONS.—The management plan shall include— (A) objectives and provisions to ensure— (i) the protection and conservation of the resource values of the Outstanding Natural Area; and Deadlin e .
