Section 163 (42 U.S.C. 12623) is amended— (1) in subsection (a)— (A) by striking ‘‘Upon the establishment of the P ro- gram, there shall also be’’ and inserting ‘‘There shall be’’; (B) by inserting ‘‘National’’ before ‘‘Civilian Community Corps Advisory Board’’; and (C) by striking ‘‘to assist’’ and all that follows through the period at the end and inserting ‘‘to assist the Corps in responding rapidly and efficiently in times of natural and other disasters.
