I N DEPENDENT A G ENCIES FINANCIAL CRISIS IN Q UIR Y CO M MISSION SALARIES AND EXPENSES For the necessary expenses of the Financial Crisis Inquiry Commission established pursuant to section 5 of the Fraud Enforce - ment and Recovery Act of 200 9( Public Law 111–21 ) , $8,000,000, to remain available until February 15, 2011. SECURITIES AND EXCHANGE COMMISSION SALARIES AND EXPENSES For an additional amount for necessary expenses for the Securi- ties and Exchange Commission, $10,000,000, to remain available until September 30, 2010, for investigation of securities fraud. GENERAL PRO V ISIONS — THIS TITLE SEC. 501. (a) IN GENERAL.—Section 3(c)(2)(A) of Public Law 110– 4 28 is amended— (1) in the matter before clause (i), by striking ‘‘4-year’’ and inserting ‘‘5-year’’

and (2) in clause (i), by striking ‘‘1-year’’ and inserting ‘‘2- year’’. (b) EFFECTIVE DATE.—The amendments made by subsection (a) shall take effect as if included in the enactment of Public Law 110–428. SEC. 502. The fourth proviso under the heading ‘‘District of Columbia Funds’’ of title IV of division D of the Omnibus Appropria- tions Act, 2009 (Public Law 111–8; 123 Stat. 6 55) is amended by striking ‘‘and such title’’ and inserting ‘‘, as amended by laws enacted pursuant to section 442(c) of the District of Columbia Home Rule Act of 19 7 3, approved December 24, 1973 (87 Stat. 798), and such title, as amended,’’. SEC. 503. Title V of division D of the Omnibus Appropriations Act, 2009 (Public Law 111–8) is amended under the heading ‘‘Fed- eral Communications Commission’’ by striking the first proviso and inserting the following: ‘‘Provided, That of the funds provided, not less than $3,000,000 shall be available for developing a national Ante,p.657 . 28USC3 76 note . 28 USC 376 note.
