AD M INI S TRATI V E P R O VISIONS SE C . 101. (a) RE QU IRIN G AMOUNTS REMAINING IN M EM B ERS ’ RE P RESENTATIONAL ALLO W ANCES TO BE USED F OR D EFICIT REDUC- TION OR TO REDUCE THE FEDERAL DEBT. —N ot w ithstanding any other provision of law, any amounts appropriated under this Act for ‘ ‘House of Representatives—Salaries and E xpenses—Members’ Representational Allowances’’ shall be available only for fiscal year 2010. Any amount remaining after all payments are made under such allowances for fiscal year 2010 shall be deposited in the T reasury and used for deficit reduction (or, if there is no Federal budget deficit after all such payments have been made, for reducing the Federal debt, in such manner as the Secretary of the Treasury considers appropriate). (b) REGULATIONS.—The Committee on House Administration of the House of Representatives shall have authority to prescribe regulations to carry out this section. (c) DEFINITION.—As used in this section, the term ‘‘Member of the House of Representatives’’ means a Representative in, or a Delegate or Resident Commissioner to, the Congress. SEC. 102. Effective with respect to fiscal year 2010 and each succeeding fiscal year, the aggregate amount otherwise authori z ed to be appropriated for a fiscal year for the lump-sum allowance for each of the following offices is increased as follows

(1) The allowance for the office of the Majority W hip is increased by $ 96,000. (2) The allowance for the office of the Minority Whip is increased by $96,000. HOUSE FITNESS CENTER SEC. 103. Any active duty member of the Armed Forces who is assigned to a congressional liaison office of the Armed Forces at the House of Representatives may obtain membership in the exercise facility established for employees of the House of Represent- atives (as described in section 103(a) of the Legislative Branch Appropriations Act, 200 5 ) in the same manner as an employee of the House of Representatives, in accordance with such regulations as the Committee on House Administration may promulgate. SEC. 10 4 . (a) Section 101(d) of the Legislative Branch Appro- priations Act, 1993 (2 U.S.C. 95b(d)), as added by section 103(a) of the Legislative Branch Appropriations Act, 2009, is amended by stri k ing ‘‘and made available’’ and inserting ‘‘and merged with and made available’’.
