(a)E STABLISH M ENT. —Ther e is here by es t ab l ishe d i n the Treas u ry of the U nited States , asana c count for the A rchitect of the C a p itol, the H ouse Historic B uildin g s R e v itali z ation Trust F und (hereafter in this section referred to as the ‘ ‘Fund ’ ’). (b) USE OF AMOUNTS.—A m ounts in the Fund shall be used by the Architect of the Capitol for the revitalization of the ma j or historical buildings and assets of the House of Representatives w hich the Architect is responsible for maintaining and preserving, e x cept that the Architect may not obligate any amounts in the Fund without the approval of the Committee on Appropriations of the House of Representatives. (c) CONTINUING AVAILABILIT Y OF FUNDS.—Any amounts trans - ferred to and merged with, or otherwise deposited into, the Fund shall remain available until expended. (d) P ERMITTING TRANSFERS FROM AMOUNTS A P PROPRIATED FOR HOUSE OF REPRESENTATIVES.—Section 101 of the L egislative Branch Appropriations Act, 1 9 93( 2 U.S.C. 9 5 b), as amended by section 103(a) of the Legislative Branch Appropriations Act, 2009, is amended by adding at the end the following new subsection
‘‘(e) Amounts appropriated for any fiscal year for the House of Representatives under any heading other than the heading ‘ M em- bers’ Representational Allowances’ may be transferred to the Architect of the Capitol and merged with and made available under the heading ‘House Historic Buildings Revitalization Trust Fund’, subject to the approval of the Committee on Appropriations of the House of Representatives.’’. (e) EFFECTIVE D ATE.—This section and the amendment made by this section shall apply with respect to fiscal year 2010 and each succeeding fiscal year. SUPPORT AND MAINTENANCE DURING EMERGENCIES SEC. 1305. (a) During an emergency involving the safety of human life or the protection of property, as determined or declared by the Capitol Police Board, the Architect of the Capitol— (1) may accept contributions of comfort and other incidental items and services to support employees of the O ffice of the Architect of the Capitol while such employees are on duty in response to the emergency
and (2) may incur obligations and ma k e expenditures out of available appropriations for meals, refreshments, and other support and maintenance for the Office of the Architect of the Capitol if, in the judgment of the Architect, such obligations and expenditures are necessary to respond to the emergency. (b) This section shall apply with respect to fiscal year 2010 and each succeeding fiscal year.
