( B ) The development, test, and fielding of an operation- ally effective, suitable, survivable, and affordable next generation self-propelled ho w it z er capability for the Army. ( 2 ) COMPLIANCEW I TH CE R TAIN AC QU I S ITION REQUIRE- MENTS. —E ach program under paragraph ( 1 ) shall comply with the re q uirements of the W eapons S ystems Acquisition R eform Actof2 0 0 9 , and the amendments made by that Act. (b) STRATE GY AN DP LAN F OR ACQUISITION.— (1) I N GENERAL.— N ot later than M arch 3 1, 2010, the Sec- retary shall submit to the congressional defense committees a report setting forth a strategy and plan for the acquisition of weapon systems under the programs required by subsection (a). Each strategy and plan shall include measurable goals and ob j ectives for the acquisition of such weapon systems, and shall identify all proposed major development, testing, procurement, and fielding events toward the achievement of such goals and objectives. (2) ELEMENTS.—In developing each strategy and plan under paragraph (1), the Secretary shall consider the following

(A) A single vehicle or family of vehicles utilizing a common chassis and automotive components. (B) The incorporation of weapon, vehicle, communica- tions, networ k , and system of systems common operating environment technologies developed under the F uture Com- bat Systems program. (c) ANNUAL REPORTS.— (1) REPORTS REQUIRED.—The Secretary shall submit to the congressional defense committees, at the same time the Presi- dent submits to Congress the budget for each of fiscal years 2011 through 201 5 (as submitted pursuant to section 1105(a) of title 31, U nited States Code), a report on the investments proposed to be made under such budget with respect to each program required by subsection (a). (2) ELEMENTS.—Each report under paragraph (1) shall set forth, for the fiscal year covered by the budget with which such report is submitted— (A) the manner in which amounts requested in such budget would be available for each program required by subsection (a)

and (B) an assessment of the extent to which utilizing such amount in such manner would improve ground combat capabilities for the Army. SEC.2 2 0 . GUIDAN CE O N B UDGE TJ USTI F ICATION M ATE R IA L S DESCRIBING FUNDING RE Q UESTED FOR O P ERATION , SUSTAINMENT, MODERNI Z ATION, AND PERSONNEL OF MAJOR RANGES AND TEST FACILITIES. (a) G UIDANCE ON BUDGET J USTIFICATION MATERIALS.—The Sec- retary of D efense, acting through the Under Secretary of Defense (Comptroller) and the Director of the Department of Defense Test Resource Management Center, shall issue guidance clarifying and standardizing the information required in budget justification mate- rials describing amounts to be requested in the budget of the President for a fiscal year (as submitted to Congress pursuant 10USC2 21 note.D e adli ne.
