( b ) AP P LICAB ILI TY . — The guidance issued under subsection (a) shall apply with respect to budgets of the P resident for fiscal years after fiscal year 2010. (c) MA JOR RA NGE AN D TE S T FACILITY BASE D E F INED.—In this section, the term ‘ ‘Major Range and Test Facility Base ’ ’ has the meaning given that term in section 1 96 (h) of title 10, United States Code. SEC.2 2 1 . A SSESS M E NTOF TEC H NO L O GI CAL MAT UR IT Y AN D INTEGRA - TION RIS K OF ARMY MODERNI Z ATION P ROGRAMS. (a) ASSESS M ENT RE QU IRED.—The Director of Defense Research and E ngineering shall, in consultation with the Director of Develop - mental Test and Evaluation, review and assess the technological maturity and integration ris k of critical technologies (as jointly identified by the Director and the Secretary of the Army for pur- poses of this section) of Army modernization programs and appro- priate associated systems and programs, including the programs as follows: (1) Ground Combat V ehicle. (2) Future Combat Systems network hardware and soft- ware. (3) W arfighter Information N etwork – Tactical, Increment 3. (4) Appropriate portions of the J oint Tactical Radio System, including Ground Mobile Radios, H andheld, Manpack, Small Form Fit Radios, and Network Enterprise Domain. (5) Non- L ine of Sight Launch System. (6) Small Unmanned Ground Vehicle. ( 7 ) Class I Unmanned Aerial Vehicle. ( 8 ) Class IV Unmanned Aerial Vehicle. (9) Multifunction Utility / Logistics E q uipment Vehicle. (10) Tactical Unattended Ground Sensors. (11) Urban Unattended Ground Sensors. (12) Any other programs jointly identified by the Director and the Secretary for purposes of this section. (b) REPORT.—Not later than nine months after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on the techno- logical maturity and integration risk of critical technologies of Army modernization programs and associated systems and programs cov- ered by the review and assessment required under subsection (a), as determined pursuant to that assessment. SEC. 222. ASSESSMENT OF ACTI V ITIES FOR TECHNOLOGY MODERNIZA- TION OF THE COM B AT VEHICLE AND ARMORED TACTICAL W HEELED VEHICLE FLEETS. (a) INDEPENDENT ASSESSMENT OF STRATEGY REQUIRED.— (1) IN GENERAL.—Not later than 30 days after the date of the enactment of this Act, the Secretary of Defense shall enter into a contract with an appropriate entity independent Deadlin e .Co n tr a c t s .
