TWO -Y EAR E X TENSION OF A U THORITY FOR ASSISTANCE TO LOCAL EDUCATIONAL A G ENCIES WITH ENROLLMENT CHANGES DUE TO BASE CLOSURES , FORCE STRUCTURE CHANGES, OR FORCE RELOCATIONS. Section 572(b)(4) of the National Defense Authorization Act for Fiscal Year 2006 (Public Law 109–163; 119 Stat. 3271; 20 U.S.C. 7703b(b)(4)) is amended by stri k in g‘ ‘September 30, 2010 ’ ’ and inserting ‘‘September 30, 2012’’. SEC. 53 4 . AUTHORITY TO EXTEND ELIGIBILITY FOR ENROLLMENT IN DEPARTMENT OF DEFENSE ELEMENTARY AND SEC- ONDARY SCHOOLS TO CERTAIN ADDITIONAL CATEGORIES OF DEPENDENTS. Section 2164 of title 10, United States Code, is amended by adding at the end the following new subsection

‘‘( j ) TUIT I ON - FRE E E NRO L L M ENT OF DE P EN D ENT S OF FOREI G N M ILIT A R Y PERSONNEL R ESIDING ON DOMESTI C MILITARY I NSTALLA- TIONS AND DEPENDENTS OF CERTAIN DECEASED MEM B ERSOFT H E ARMED FORCES. — (1) The Secretary may authorize the enrollment in a Department of Defense education program provided by the Secretary pursuant to subsection (a) of a dependent not otherwise eligible for such enrollment who is the dependent of an individual described in paragraph (2). Enrollment of such a dependent shall be on a tuition-free basis. ‘‘(2) An individual referred to in paragraph (1) is any of the following: ‘‘(A) A member of a foreign armed force residing on a military installation in the United States (including territories, commonwealths, and possessions of the United States). ‘‘( B ) A deceased member of the armed forces who died in the line of duty in a combat-related operation, as designated by the Secretary.’’. SEC. 535. PERMANENT AUTHORITY FOR ENROLLMENT IN DEFENSE DEPENDENTS ’ EDUCATION SYSTEM OF DEPENDENTS OF FOREIGN MILITARY MEMBERS ASSIGNED TO SUPREME HEAD Q UARTERS ALLIED POWERS, EUROPE. (a) PERMANENT ENROLLMENT AUTHORITY.—Subsection (a)(2) of section 1404A of the Defense Dependents’ Education Act of 1978 (20 U.S.C. 923a) is amended by striking ‘‘, and only through the 2010-2011 school year’’. (b) COMBATANT COMMANDER AD V ICE AND ASSISTANCE.—Sub- section (c)(1) of such section is amended by adding at the end the following new sentence: ‘‘The Secretary shall prescribe such methodology with the advice and assistance of the commander of the geographic combatant command with jurisdiction over Mons, Belgium.’’.
