and ‘‘( 2 ) is hospitali z ed for treatment of the wound, illness, or injury or re q uires continuing outpatient treatment for the wound, illness, or injury. ‘‘(d) A UTH OR IZ ED T R A VE L A N D TRANS P ORTATION.—(1) The transportation authorized by subsection (a) for a qualified non - medical attendant for a member is round-trip transportation between the home of the attendant and the location at which the member is receiving treatment and may include transportation, while accompanying the member, to any other location to which the member is subsequently transferred for further treatment. A designated non-medical attendant under this section may not also be a designated individual for travel and transportation allowances section 4 11h(a) of this title. ‘‘(2) The transportation authorized by subsection (a) includes any travel necessary to obtain treatment for the member at the location to which the member is permanently assigned. ‘‘( 3 ) I n addition to the transportation authorized by subsection (a), the S ecretary concerned may provide a per diem allowance or reimbursement for the actual and necessary e x penses of the travel, or a combination thereof, but not to exceed the rates estab- lished under section 4 0 4(d) of this title. ‘‘(4) The transportation authorized by subsection (a) may be provided by any of the following means

‘‘(A) Transportation in-kind. ‘‘( B ) A monetary allowance in place of transportation in- kind at a rate to be prescribed by the Secretaries concerned. ‘‘(C) R eimbursement for the commercial cost of transpor- tation. ‘‘( 5 ) An allowance payable under this subsection may be paid in advance. ‘‘( 6 ) Reimbursement payable under this subsection may not exceed the cost of G overnment-procured commercial round-trip air travel.’’. (2) CLERI C AL AMENDMENT.—The table of sections at the beginning of such chapter is amended by inserting after the item related to section 411j the following new item: ‘ ‘ 41 1 k.Travel a ndt ran spo rtat i on allo w an c es

(b) APPLICABILIT Y .— N o reimbursement may be provided under section 411k of title 3 7 , U nited States Code, as added by subsection (a), for travel and transportation costs incurred before the date of the enactment of this Act. SEC.634 . R E IMBU RSEME NTOF TR AV E L E XP ENSES OF MEMBERS OF T H E ARME D FORCES ON ACTIVE DUT Y AND THEIR DEPENDENTS FOR TRAVEL FOR SPECIALTY CARE UNDER EXCEPTIONAL CIRCUMSTANCES. (a) REIMBURSEMENT AUTHORIZED.—Section 1074i of title 10, United States Code, is amended— (1) by redesignating subsections (b) and (c) as subsections (c) and (d), respectively; and 37USC41 1 knote.
