‘(b) REIMBURS EME NTFO R T R AV E LU N D ER EXC E P TIONAL C IR- CUMSTANCES .— The S ecretary of D efense m ay p ro v i d e reimburse- ment for reasonable travel e x penses of travel of members of the armed forces on active duty and their dependents , and accompani- ment, to a specialty care provider not otherwise authori z ed by subsection (a) under such exceptional circumstances as the Sec- retary considers appropriate for purposes of this section. ’ ’. (b) TEC H NICAL A MENDMENT.—Subsection (a) of such section is amended by inserting ‘‘of Defense’’ after ‘‘the Secretary’’. SEC.635 . R E PO R T O NAD E QU AC Y O FW E IGH TA L LOWANCES FOR TRANSPORTATION OF B AGGAGE AND HOUSEHOLD EFFECTS FOR M EMBERS OF THE UNIFORMED SER V ICES. (a) REPORT RE Q UIRED.— N ot later than J uly 1 ,2 0 10, the Sec- retary of Defense shall submit to the congressional defense commit- tees a report containing— (1) a review of the weight allowances provided for the transportation of baggage and household goods under section 4 0 6 (b)(1)(C) of title 37 , United States Code

and (2) such recommended changes to the weight allowance, including an estimate of the cost of each recommended change, as the Secretary considers appropriate. (b) ELEMENTS OF REVIE W .—The Secretary shall consider whether the weight allowances reviewed under subsection (a) are suitable in terms of— (1) recognizing the societal needs and expectations of fami- lies in the United States; (2) providing for an appropriate q uality of life for members of the Armed F orces in all grades; and (3) recognizing the appropriate rewards and prestige associ- ated with promotion to higher military grade, with particular attention to mid-grade and senior noncommissioned officer ran k s. (a) I N G ENERAL.—Chapter 61 of title 10, United States Code, is amended by inserting after section 121 8 the following new section: ‘ ‘ §12 1 8a.Disch a rgeo rre l ease f ro m ac t i v e du t y: tra n sition assistance for reserve com p onent mem b ers in j ured w hile on active duty ‘‘(a) P ROVISION OF CERTAIN INFORMATION.— B efore a member of a reserve component described in subsection (b) is demobilized or separated from the armed forces, the Secretary of the military department concerned shall provide to the member the following information: ‘‘(1) Information on the availability of care and administra- tive processing through community based warrior transition units.
