LIF E - C Y CLE MAN A G EMEN T AN DPRO D U CT SUPPORT. (a) GUIDANCEO N L I F E-C Y C L E M ANA G E M EN T . —N ot later than 180 days after the date of the enactment of this A ct , the Secretary of D efense shall issue comprehensi v e guidance on life-cycle manage- ment and the development and implementation of product support strategies for ma j or weapon systems. T he guidance issued pursuant to this subsection shall— (1) ma x imi z e competition and ma k e the best possible use of available Department of Defense and industry resources at the system, subsystem, and component levels

and ( 2 ) maximize value to the Department of Defense by pro- viding the best possible product support outcomes at the lowest operations and support cost. (b) PR ODUCT SU P PORT MANAGER S .— (1) R E Q UIREMENT.—The Secretary of Defense shall require that each major weapon system be supported by a product support manager in accordance with this subsection. (2) RESPONSI B ILITIES.—A product support manager for a major weapon system shall— (A) develop and implement a comprehensive product support strategy for the weapon system; ( B ) conduct appropriate cost analyses to validate the product support strategy, including cost-benefit analyses as outlined in O ffice of Management and Budget C ircular A –94

(C) assure achievement of desired product support out- comes through development and implementation of appro- priate product support arrangements; (D) adjust performance requirements and resource allocations across product support integrators and product support providers as necessary to optimize implementation of the product support strategy; ( E ) periodically review product support arrangements between the product support integrators and product sup- port providers to ensure the arrangements are consistent with the overall product support strategy; and ( F ) prior to each change in the product support strategy or every five years, whichever occurs first, revalidate any business-case analysis performed in support of the product support strategy. (c) GO V ERNMENT PERFORMANCE OF PRODUCT SUPPORT MANAGER FUNCTION.—Section 820(a) of the J ohn W arner National Defense Authorization Act for Fiscal Y ear 200 7 (Public Law 109– 36 4; 120 Stat. 2330) is amended— (1) by redesignating paragraphs (3), (4), and (5) as para- graphs (4), (5) and (6), respectively; and (2) by inserting after paragraph (2) the following new para- graph (3)
