the i m pact that a permanent change in the basing o f a u nit currentl y stationed outside the U nited S tates w ould have on the matters described in paragraphs ( 1 ) through ( 3 ); ( 5 ) the impact the plan will have on the status of overseas base closure and realignment actions underta k en as part of a global defense posture realignment strategy and the status of development and execution of comprehensive master plans for overseas military main operating bases, forward operating sites, and cooperative security locations of the global defense posture of the United States; ( 6 ) any recommendations for additional closures or realign - ments of military installations outside of the United States; and ( 7 ) any comments resulting from an interagency review of the plan that includes the D epartment of State and other relevant F ederal departments and agencies . (c) NOTIF I CA TIO NREQU I R E M ENT. —T he Secretary of Defense shall notify C ongress at least 3 0 days before the permanent reloca- tion of a unit stationed outside the United States as of the date of the enactment of this A ct. (d) DEFINITION S .— I n this section

(1) UNIT.—The term ‘ ‘unit ’ ’ has the meaning determined by the Secretary of Defense for purposes of this section. ( 2 ) G EO G RA PH IC COM B ATANT COMMAN D .—For purposes of this section, the term ‘‘geographic combatant command’’ means a combatant command with a geographic area of responsibility that does not include North America. Section 127b(c)(3)(C) of title 10, United States Code, is amended by striking ‘‘200 9 ’’ and inserting ‘‘2010’’. SEC. 107 2 . BUSINESS P ROCESS REENGINEERING. (a) NE WP ROGRAMS.—Section 2222 of title 10, United States Code, is amended— (1) in subsection (a)— (A) by redesignating paragraphs (1) and (2) as para- graphs (2) and (3), respectively; ( B ) by inserting before paragraph (2), as redesignated by subparagraph (A) of this subsection, the following new paragraph (1): ‘‘(1) the appropriate chief management officer for the defense business system moderni z ation has determined whether or not— ‘‘(A) the defense business system modernization is in compliance with the enterprise architecture developed under subsection (c); and ‘‘(B) appropriate business process reengineering efforts have been undertaken to ensure that—
