(a) IN G ENERAL.— T he Secretar y of Defense shall ensure that the Defense and M ilitary Contacts P rogram under the Cooperative Threat Reduction Program of the Department of Defense— (1) is executed pursuant to a w ell - developed strategy for advancing the mission of the Cooperative Threat Reduction Program; (2) is focused and expanded to support specific relationship- b uilding opportunities, which could lead to Cooperative Threat Reduction Program development in new geographic areas and achieve other Cooperative Threat Reduction Program benefits; ( 3 ) is directly administered as part of the Cooperative Threat Reduction Program; and ( 4 ) includes cooperation and coordination with— (A) the unified combatant commands that operate in areas in which Cooperative Threat Reduction activities are carried out; and ( B ) related diplomatic efforts.
