(a) EX E C UTI V EA G REEMENT AUTHORI Z ED.—Subject to subsection (b), the Secretary of Defense, in consultation with the Secretary of the N avy, and the Secretary of V eterans Affairs may execute a signed executive agreement pursuant to section 7 0 6 of the Duncan H unter National Defense Authorization Act for F iscal Y ear 200 9 ( P ublic Law 110 – 417

122 Stat. 4 5 5) for the joint use by the Depart - ment of Defense and the Department of Veterans Affairs of the following

(1) A new Navy ambulatory care center (on which construc- tion commenced in J uly 200 8 ), par k ing structure, and sup- porting structures and facilities in North Chicago, I llinois, and G reat Lakes, Illinois. (2) M edical personal property and e q uipment relating to the center, structures, and facilities described in paragraph (1). (b) DEADLINE F OR ENTRY INTO AGREEMENT.—The executive agreement authorized by subsection (a) shall be entered into, if at all, by not later than 180 days after the date of the enactment of this Act. (c) SCO P E.—The executive agreement under subsection (a) shall— (1) be a binding operational agreement on matters under the areas specified in section 706 of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009; and (2) contain additional terms and conditions as required by the provisions of this title. (d) R EPORTS.—
