and ‘‘( B ) demonstrate to the satisfaction of the Secretary that — ‘‘(i) the pro j ect is financially v iable; ‘‘(ii) the funds received w ill be spent efficiently and effectively; and ‘‘(iii) a mar k ete x ists for the services of the pro - posed project as evidenced by contracts or written statements of intent from potential customers . ‘‘( 3 ) NON - FED E RALSH ARE.—An applicant shall provide at least 20 percent of the project costs from non- F ederal sources. I n awarding grants under the program, the Secretary shall give a preference to those projects or components that present the most financially viable transportation services and require the lowest percentage Federal share of the costs. ’ ’. SEC.3516 .E XPAN S IO NO FTH E M A R INE V IE W S Y STEM. (a) D EF I NI T IONS.—In this section

( 1 ) M ARINE TRANS P ORTATION S Y STE M .— T he term ‘‘marine transportation system’’ means the navigable water transpor- tation system of the U nited States, including the vessels, ports (and intermodal connections thereto), and shipyards and other vessel repair facilities that are components of that system. (2) MARINE V IE W SYSTEM.—The term ‘‘Marine V iew system’’ means the information system of the Maritime Administration known as Marine View. (b) PU RPOSES.—The purposes of this section are— (1) to expand the Marine View system; and (2) to provide support for the strategic requirements of the marine transportation system and its contribution to the economic viability of the United States. (c) EX PANSION OF MARINE VIEW SYSTEM.—To accomplish the purposes of this section, the Secretary of Transportation shall expand the Marine View system so that such system is able to identify, collect, integrate, secure, protect, store, and securely dis- tribute throughout the marine transportation system information that— (1) provides access to many disparate marine transpor- tation system data sources; (2) enables a system-wide view of the marine transportation system; (3) fosters partnerships between the G overnment of the United States and private entities; ( 4 ) facilitates accurate and efficient modeling of the entire marine transportation system environment; ( 5 ) monitors and tracks threats to the marine transpor- tation system, including areas of severe weather or reported piracy; and ( 6 ) provides vessel tracking and rerouting, as appropriate, to ensure that the economic viability of the United States waterways is maintained. 49USC10 9 note.
