The Administration of the National O ceanic and Atmospheric Administration is authori z ed to use, with their consent, with reimbursement and sub j ect to the limits of available appropria- tions, the land, services, e q uipment, personnel, and facilities of any department, agency or instrumentality of the United States, or of any State, local government, I ndian tribal government, Terri- tory or possession, or of any political subdivision thereof, or of any foreign government or international organization for purposes related to carrying out the responsibilities of any statute adminis- tered by the National Oceanic and Atmospheric Administration. This title may be cited as the ‘‘ D epartment of Commerce Appro- priations Act, 2010’’. TITLE II DE P A R T M ENT O FJ USTICE GE N E RAL A DMI NI ST RATI O N SALARIES AND E XP ENSES For e x penses necessary for the administration of the Depart- ment of Justice, $ 118,488,000, of which not to exceed $4,000,000 for security and construction of Department of Justice facilities shall remain available until expended: Provided, That the Attorney General is authorized to transfer funds appropriated within General Administration to any office in this account: Provided fu r th er, That $18, 6 9 3 ,000 is for Department Leadership
$8,101,000 is for Inter- governmental Relations / External Affairs; $12, 7 15,000 is for Execu- tive Support/Professional Responsibility; and $78,979,000 is for the Justice Management Division: Provided further, That any change in amounts specified in the preceding proviso greater than 5 percent shall be submitted for approval to the H ouse and Senate Commit- tees on Appropriations consistent with the terms of section 505 of this Act: Provided further, That this transfer authority is in addition to transfers authorized under section 505 of this Act. NATIONAL DR UG INTELLIGENCE CENTER For necessary expenses of the National Drug Intelligence Center, $44,023,000, of which $2,000,000 shall be for reimbursement of Air Force personnel for the National Drug Intelligence Center to support the Department of Defense’s counter-drug intelligence responsibilities: Provided , That the National Drug Intelligence Center shall maintain the personnel and technical resources to provide timely support to law enforcement authorities and the intelligence community by conducting document and computer Departm e n t ofJus t ic e A ppropriations Act ,201 0 .
