FEDERAL PAYMENT FOR T H E DISTRICT OF COL U MBIA NATIONAL G UARD For a Federal payment to the District of Columbia N ational G uard, $3 7 5,000, to remain available until e x pended for the District of Columbia National Guard retention and college access programs, which shall hereafter be k nown as the ‘ ‘ M a j or General David F. W herley, J r. District of Columbia National Guard R etention and College A ccess Program ’ ’. FEDERAL PAYMENT FOR HOUSING FOR THE HOMELESS For a Federal payment to the District of Columbia, $17,000,000, to remain available until September 30, 2011, to support permanent supportive housing programs in the District. FEDERAL PAYMENT FOR YOUTH SER V ICES For a Federal payment to the District of Columbia, $ 4 ,000,000, to remain available until September 30, 2011, to support the ‘‘Recon- necting Disconnected Y outh’’ initiative. DISTRICT OF COLUMBIA FUNDS The following amounts are appropriated for the District of Columbia for the current fiscal year out of the General Fund of the District of Columbia ( ‘‘General Fund’’ ) , except as otherwise specifically provided: Provided, That notwithstanding any other provision of law, except as provided in section 450A of the District of Columbia H ome Rule Act, (114 Stat. 2440

D.C. O fficial Code, section 1–204.50a) and provisions of the Fiscal Year 2010 B udget Request Act, the total amount appropriated in this Act for operating expenses for the District of Columbia for fiscal year 2010 under this heading shall not exceed the lesser of the sum of the total revenues of the District of Columbia for such fiscal year or $10,01 6 ,041,000 (of which $5,637, 8 24,000 shall be from local funds, (including $394,417,000 from dedicated taxes) $2,661,782,000 shall be from Federal grant funds, $1,711,249,000 shall be from other funds, and $5,187,000 shall be from private funds); in addition, $185,725,000 from funds previously appropriated in this Act as Inspectio ns .D e adl ine.
