d, That the sum of the amounts available to a State with respect to expenditures under such title IV–A in fiscal year 1997 under this appropriation and under such title IV–A as amended by the P ersonal R esponsi- bility and W ork O pportunity Reconciliation Act of 1996 shall not exceed the limitations under section 116 ( b ) of such Act. For making, after M ay 31 of the current fiscal year, payments to States or other non-Federal entities under titles I, IV–D, X, XI, XIV, and XVI of the Social Security Act and the Act of July 5, 1960, for the last 3 months of the current fiscal year for unantici- pated costs, incurred for the current fiscal year, such sums as may be necessary. LO W INCOME HOME ENERGY ASSISTANCE For making payments under subsections (b), (d), and (e) of section 2602 of the L ow Income H ome E nergy Assistance Act of 19 8 1, $5,100,000,000, of which $ 4 ,509,672,000 shall be for payments under subsections (b) and (d) of such section; and of which $590,328,000 shall be for payments under subsection (e) of such section, to be made notwithstanding the designation requirements of such subsection: Provided, That all but $839,792,000 of the amount provided in this Act for subsections (b) and (d) shall be allocated as though the total appropriation for such payments for fiscal year 2010 was less than $1,975,000,000: Provided fu r th er, That notwithstanding section 2605(b)(2)( B )(ii) of such Act, a State may use any amount of an allotment from prior appropriations Acts that is available to that State for providing assistance in fiscal year 2010, and any allotment from funds appropriated in this Act or any other appropriations Act for fiscal year 2010, to provide assistance to households whose income does not exceed 75 percent of the State median income. REFUGEE AND ENTRANT ASSISTANCE For necessary expenses for refugee and entrant assistance activities authori z ed by section 414 of the Immigration and Nation- ality Act and section 501 of the Refugee Education Assistance Act of 1980, for carrying out section 462 of the Homeland Security Act of 2002, section 235 of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008, and the Trafficking Victims Protection Act of 2000, for costs associated with the care and placement of unaccompanied alien children, and for carrying out the Torture Victims Relief Act of 1998, $730,928,000, of which
